OFFICIAL MINUTES
Chairperson Alan Gregg called the regular meeting of the City Planning
Commission to order on June 1, 2010, at 7:00 PM in the Council Chamber at City
Hall. Members present were Wayne Avery, Mike Cameron, Donna DeKraai,
Greg Fargen, Al Heuton, Dave Kurtz, John Sydow, and Gregg. John Gustafson
was absent. Others present were Mike McClemans, City Engineer Jackie
Lanning, City Manager Jeff Weldon, Community Development Director Mike
Struck, and Planning and Zoning Administrator Dan Hanson.
Item #1 – (Avery/Fargen) Motion to approve the minutes from the May 4, 2010,
Planning Commission meeting. All present voted aye. MOTION CARRIED.
Item #2 – (Heuton/Cameron) Motion to approve the agenda. All present voted
aye. MOTION CARRIED.
Item #3 – The following plats were submitted for action:
a. Lots 91, 92, and LL, Block 5, Hyland Addition
(Kurtz/DeKraai) Motion to approve the plat. All present voted aye.
MOTION CARRIED.
b. Tract 1 and Tract 2 in Lot 2, Block 1, Maylands First Addition
(Cameron/Heuton) Motion to approve the plat. All present voted aye.
MOTION CARRIED.
c. Lots 8 – 12, Block 11, McClemans Addition
(Heuton/Fargen) Motion to approve the plat.
(Kurtz/DeKraai) Amendment to the motion to add “subject to Brookings
Municipal Utilities easements, City of Brookings drainage easements, and
a signed assurance agreement between the applicant and the City of
Brookings”. All present voted aye. AMENDMENT CARRIED.

The motion, as amended, was voted on. All present voted aye. MOTION
CARRIED.

SUMMARY OF DISCUSSION
Chairperson Alan Gregg called the regular meeting of the City Planning
Commission to order on June 1, 2010, at 7:00 PM in the Council Chamber at City
Hall. Members present were Wayne Avery, Mike Cameron, Donna DeKraai,
Greg Fargen, Al Heuton, Dave Kurtz, John Sydow, and Gregg. John Gustafson
was absent. Others present were Mike McClemans, City Engineer Jackie
Lanning, City Manager Jeff Weldon, Community Development Director Mike
Struck, and Planning and Zoning Administrator Dan Hanson.
Item #3b – Heuton asked if a preliminary plat existed. Hanson replied that it
would have been completed in the early 1970s. Cameron inquired about a
drainage plan. Lanning answered that a future project on Tract 2 would require
a stormwater drainage plan.
Item #3c – Kurtz noted that a drainage channel existed on the east side of Lots
11 and 12. Lanning indicated that the applicant and the City had agreed to
enter into an assurance agreement for the necessary drainage requirements.
Mike McClemans, owner of the land, presented an updated plat that had
a drainage easement connecting the cul-de-sac with the east side
drainageway. He thought there were utility easements on the east side but felt
utilities easements could be established on the front side of Lots 11 and 12. He
was interested in partnering with the City in order to better define the existing
drainage channel.
Fargen asked if development was feasible to the north. McClemans was
unsure since stormwater would likely run northwest to southeast through the
future 15th Street South and 7th Avenue South intersection. DeKraai asked if the
land had flooded in the past. McClemans responded that the land was farmed
at one time, but now more water enters the property due to upstream
developments. He felt that additional detention facilities north of 15th Street
South would help to stabilize the flows downstream and make it possible to
define the channel.

Lanning noted that more information on the street elevation and the
amount of new fill in the area would allow her to get a better picture of the
required stormwater improvements or changes needed.
Item #4 – Hanson presented a review of the US Census data from 1990 and 2000
for Brookings, Brookings County, and the other seven small communities within
the county. In addition, the estimated population for these entities from 2001
through 2008 was discussed.
Other data that was discussed included the estimated increase in the
state’s population and the additional housing units construc ted in Brookings
from 2001 – 2009. Some of the data was compared to the projections in the
Vision 2020 Comprehensive Plan that was completed in 2001. The population
estimates were close, but the housing units had increased substantially during
the mid 2000s than what was predicted due to certain economic factors. Two
areas that would be reviewed following the 2010 Census were the number of
vacant units and the persons per household average.
Another area that was discussed briefly was the 65 and older segment of
the population. It was noted that South Dakota has a slightly higher percentage
of this age group than the national average and almost twice as many as the
national average are still in the work force.
