OFFICIAL MINUTES
A joint meeting of the County Planning Commission and the City Planning
Commission was called to order by County Chairperson Duane Knutson on October
6, 2009 at 7:00 PM in the Resource Room at the Swiftel Center. County Planning
Commission members present were: Jeff Robbins, Randy Jensen, Darrel Kleinjan,
Darrell Nelson, Robert Rochel, Mary Kidwiler, Robb Loomis and Knutson. City
Planning Commissioners present were Wayne Avery, Alan Gregg, John Gustafson,
Mike Cameron, and Greg Fargen. Also present were Mary Parsley, David Francis,
Todd Gunn, County Zoning Officer Bob Hill, Planning and Zoning Administrator Dan
Hanson, Community Development Director Mike Struck and others.
Item #1 – (Robbins/Rochel) Motion to approve the agenda. All present voted aye.
MOTION CARRIED.
Item #1 – (Gregg/Avery) Motion to approve the agenda. All present voted aye.
MOTION CARRIED.
Item #2 – Mary Parsley has submitted a petition to re-zone the North 293 feet of the
South 1973.6 feet of the West 300 feet of the East 1263 feet of the N ½ of the SE ¼ of
Section 10-T109N-R50W from a class Agricultural A District to a class Residence R-1B
District.
(Kidwiler/Nelson) Motion to approve the rezoning. All present voted aye.
MOTION CARRIED.
(Gustafson/Cameron) Motion to approve the rezoning. All present voted
aye. MOTION CARRIED.

SUMMARY OF DISCUSSION
A joint meeting of the County Planning Commission and the City Planning
Commission was called to order by County Chairperson Duane Knutson on October
6, 2009 at 7:00 PM in the Resource Room at the Swiftel Center. County Planning
Commission members present were: Jeff Robbins, Randy Jensen, Darrel Kleinjan,
Darrell Nelson, Robert Rochel, Mary Kidwiler, Robb Loomis and Knutson. City
Planning Commissioners present were Wayne Avery, Alan Gregg, John Gustafson,
Mike Cameron, and Greg Fargen. Also present were Mary Parsley, David Francis,
Todd Gunn, County Zoning Officer Bob Hill, Planning and Zoning Administrator Dan
Hanson, Community Development Director Mike Struck and others.
Item #2 – Hanson noted that platting and residential land uses have existed in this
area since the mid 1970’s. He added that the parcel was 2 acres in size and
abutted residential land to the east and south. A floodplain existed to the west.
Kidwiler asked about the land to the north. Knutson responded that a
farmstead had existed there for many years.
Item #3 – Bob Hill presented maps showing the location of a transmission pipeline in
Brookings County. The line ran from south of Arlington to the east and ended at
Western Avenue near Highway 14 Bypass.
A transmission pipeline risk reduction overlay district would contain procedures
to protect the public’s health and safety by reducing the likelihood of pipeline
damage and any impacts from pipeline failures. The overlay district would have
consultation and planning zones where information and permits would be issued to
all interested parties who were planning certain activities in those zones.
The draft overlay district would be finalized and presented in ordinance form
at a future meeting.
Item #4 – Hanson summarized the basic elements that needed to be considered in
creating a biomedical research use. Defining the use and establishing standards
would be customary. Hanson stated a conditional use procedure would be
recommended over allowing the use by right.

Todd Gunn, a biomedical researcher, stated that these facilities had heavy
federal and state oversight. The research involved juvenile animals only such as
piglets. He added that the facilities were very clean and all wastes were self-
contained.
David Francis, a professor associated with animal disease research, stated he
had many years in biomedical research. He noted that most of the research is done
in metro areas. Facilities are enclosed and operate under high standards. There is a
federal veterinarian who provides oversight on a facility and the number of animals
is quite small. He compared a biomedical facility to a veterinarians clinic.
The commissions generally agreed to continue reviewing information on this
type of use and meet again in the future.
