HomeMy WebLinkAboutPCMinutes_2008_11_04Planning Commission Brookings, South Dakota November 4, 2008 OFFICIAL MINUTES Chairperson Greg Fargen called the regular meeting of the City Planning Commission to order on November 4, 2008 at 7:00 PM in the Council Chamber at City Hall. Members present were Curt Ness, John Gustafson, Mike Cameron, David Kurtz, Al Heuton, Al Gregg and Fargen. Larry Fjeldos and Stacy Howlett were absent. Also present were Todd Bakken, Crystal Sik, and City Planner Dan Hanson. Item #1 – (Gregg/Kurtz) Motion to approve the minutes from the October 7, 2008 meeting. All present voted aye. MOTION CARRIED. Item #2 – (Heuton/Cameron) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 – The following plats were submitted for action: a. Block 12, Moriarty Fourth Addition (Kurtz/Ness) Motion to approve subject to required utility and drainage easements and an assurance agreement for stormwater management. All present voted aye. MOTION CARRIED. b. Lot 1C and 1D, Block 11, McClemans Addition (Gregg/Cameron) Motion to approve the plat. All present voted aye. MOTION CARRIED. Item #4 – Todd Bakken has submitted an application for a conditional use to approve a two-family dwelling on Lot 1, Block 5, Bluegill Addition. (Cameron/Gustafson) Motion to approve the conditional use. All present voted no. MOTION FAILED. Item #5 – (Heuton/Ness) Motion to explore a possible interchange overlay district or similar district on the South Dakota Department of Transportation site at I-29 and Highway 14. All present voted aye. MOTION CARRIED. The meeting was adjourned. 1 _______________________ _________________________ Dan Hanson, Secretary Greg Fargen, Chairperson Brookings City Planner 2 Planning Commission Brookings, South Dakota October 7, 2008 SUMMARY OF DISCUSSION Chairperson Greg Fargen called the regular meeting of the City Planning Commission to order on November 4, 2008 at 7:00 PM in the Council Chamber at City Hall. Members present were Curt Ness, John Gustafson, Mike Cameron, David Kurtz, Al Heuton, Al Gregg and Fargen. Larry Fjeldos and Stacy Howlett were absent. Also present were Todd Bakken, Crystal Sik, and City Planner Dan Hanson. Item #4 – Bakken stated he purchased the lot before all the twinhomes were built on the west side of Bluegill Avenue. He noted that house sales had slowed so he wanted to convert the house to a two-family dwelling in the future. Crystal Sik, 1509 22nd Street South, stated that parking was an issue in their neighborhood due to the existing duplexes. She felt more duplexes would only create more problems. She submitted statements from three (3) other neighbors opposing the application. Heuton was concerned that approval of the application could impact parking congestion in the neighborhood and set precedence for other higher density developments. Kurtz felt there were other available lots in the community zoned for two-family dwellings. Cameron noted that the transition zoning was coordinated between the city and the developer when the development was planned, and therefore should stay as proposed. Item #5- The Planning Commission discussed the current Planned Development District (PDD) on the former South Dakota Department of Transportation site. Hanson summarized the history of the property after the DOT made it known that they were looking for a new site. The land was rezoned from an Industrial I-1 District to a PDD in 2000. This rezoning coincided with excerpts from the Vision 2020 Comprehensive Plan and the Swiftel Center Master Plan. Both plans emphasized aesthetics and community image as a primary goal for redevelopment of this parcel since it was at one of the “gateways” to our community. Heuton noted that the PDD did not have any set zoning attached to it. Developers would be less likely to purchase it without knowing specifically what they could do with it. He favored creating a new district that would identify uses and still have certain standards for landscaping, etc. The Planning Commission felt it would be beneficial to review interchange zoning examples for the property. 3 4 The meeting was adjourned. _______________________ _________________________ Dan Hanson, Secretary Greg Fargen, Chairperson Brookings City Planner
