A meeting of the Parks and Recreation Advisory Board was held on Monday, March 13, 2017 at 5:30
p.m. at Larson Nature Center with the following board members present: Brittany Kleinsasser, Sean
Binker, Kristi Larsen, Jay Larsen, Steve Berseth, Erika Saunders and Doug Smith. Others present
included: Darren Hoff (Recreation Manager), Stacy Claussen (Recreation Manager), Dan Brettschneider
(Parks, Recreation & Forestry Director) and Christi Weidemann (Office Manager).
1. Call Meeting to Order. Kleinsasser called the meeting to order at 5:32 p.m.
2. Approval of Minutes. Approval of the February Park Board Meeting Minutes. J. Larsen made the
motion to approve the meeting minutes. Motion was 2nd by Smith. All present voted yes;
motion carried.
3. Additions to and Approval of Agenda. Add item 4 a. Mark Foster for the Annual Car Show at
Pioneer Park. Approval of the March Park Board Agenda with addition of 4 a. Berseth made
the motion to approve the meeting agenda. Motion was 2nd by K. Larsen. All present voted yes;
motion carried.
4. Staff Highlights. Brettschneider reported on staff highlights report for February.
a. Mark Foster with the Brookings Car Council requested the use of Pioneer Park for the
25th Annual Car show on Sunday, June 11th. Berseth made the motion to approve the
usage of Pioneer Park for the car show. Motion was 2nd by Smith. All present voted yes;
motion carried.
5. Brochure Update. The 2017 Summer Recreation Program brochure is scheduled to come out on
March 24. Registration will start at 12:01 a.m. on Tuesday, April 4th. Discussion took place
regarding the brochure. Kleinsasser stated that the Pump Park at Dakota Nature Park needed to
be included in the brochure. Staff made note to make sure this information is included in future
brochure publications.
6. Edgebrook Annual Report Status Update. The 2016 EdgeBrook Annual Report is due March 15.
A draft of the report was sent to board members prior to meeting for review. Kleinsasser
suggested some form of recognizing volunteers that are instrumental in the success of facilities,
programs etc… in the annual reports. Staff will look to add recognition in future annual reports
for volunteers.
7. Edgebrook update. Brettschneider stated that the golf course would be opening as soon as
weather permits. Brettschneider discussed the USGA-ASGCA Site Evaluation Report. Below is a
sampling of the priorities for 2017 that will be focused on. Many of the priorities are based on
information from the site evaluation report, feedback from staff, EdgeBrook golf course
members and the Park & Recreation Board. - Add a forward set of tee markers, placed
approximately 65% of the back tee yardage. Tee markers only for the forward tees. Yardage/Tee
box signs updated to reflect new forward tee yardage and colors. - Trimming/Pruning back
designated areas on the short course to include green areas and tee boxes. Identify trees to
prune and trees that may need to be removed due to age/condition. - Implement two flags for
each distance on the driving range at 75, 100 and 150 yards; add 1 flag at 200 & 250 yards (V
formation). - Add a handful of additional un-mowed areas on the course. - Priority bunker work:
Remove and fill in fairway bunkers on #10 and #12, look to improve drainage of bunkers on #18
and research potential for future drain tile work in this area. - Install gravel path from #12 tee
box to the cart bridge. - Programming aspect will look at hosting a few new events that bring
potential new golfers to the course.
8. Dog Park Update. Brettschneider reported that the dog park expansion is complete with a few
minor in-house projects to finish once weather permits. The committee behind the dog park
expansion was able to raise the funds in one month. Ideas for the future at the dog park include
better access, water and potentially restrooms.
9. Upcoming Programs and Events. A monthly “What’s Going On” flyer was sent to board
members prior to the meeting for informational purposes.

Community Room 300.
