A meeting of the Parks and Recreation Advisory Board was held on Monday, June 6, 2016 at 5:30 p.m. at
Larson Nature Center with the following board members present: Brittany Kleinsasser, Erika Saunders,
Steve Berseth, Sean Binker, Kristi Larsen, and Jay Larsen. Others present included: Darren Hoff
(Recreation Manager), Al Kruse (Parks & Forestry Superintendent), Dan Brettschneider (Parks,
Recreation & Forestry Director) and Christi Weidemann (Office Manager).
1. Call Meeting to Order. Acting Chair Kleinsasser called the meeting to order at 5:33 p.m.
2. Introduction of New Park & Recreation Board Members. Dan Brettschneider recommended
starting with the introduction of the new Board Members. Jay Larsen is a longtime resident of
Brookings working with SDSU, Prairie Strider Club, and sports officiating. Kristi Larsen works for
Brookings Economic Development Corporation as a Marketing Director
3. Approval of Minutes. Approval of the May Park Board Meeting Minutes. Berseth made the
motion to approve the meeting minutes. Motion was 2nd by Binker. All present voted yes;
motion carried.
4. Additions to and Approval of Agenda. Approval of the June Park Board Agenda. Brettschneider
requested to add “Future Dates” to the bottom of the agenda. J. Larsen made the motion to add
and approve the June Agenda. Motion was 2nd by Saunders. All present voted yes; motion
carried.
5. Election of Officers (Chair & Vice-Chair). Berseth nominates Brittany Kleinsasser to be Chair, J.
Larsen seconds. All in Favor. Binker nominates Berseth be Vice Chair, K Larsen seconds. All in
favor.
6. Staff Reports. Kruse reports that the pool is up and running with a few minor issues. Kruse also
reports that Indian Hills Playground is complete as well as the Softball Towers. Plans are being
worked on for Pioneer Bathrooms. Pederson reported that summer programs are started and
the pool is up and running. Part-time pool staff has been through training and orientation. The
Black Hills Raptor Center will be doing an event at the DNP which is free for all who sign up.
Hoff reported that the Golf Course is opening a little more all the time as far as the drainage
project goes. Ice Arena practice starts the first week of June. Hoff reports that there has been
quite a bit of interest in private ice time rentals. Brettschneider reports that the Trout
Extravaganza had 692 kids fish and 1200 trout caught. Brettschneider reported that he is
working on an agreement with the Dakota Cart Club and other partners. Dakota Nature Park
will be getting new doors that will tie in nicely with the exterior and interior of the building.
7. Raised Garden Bed Project. Brettschneider reported that the Eagle Scout is working on the
project which will entail 4 beds, 15 ft x 4-5’ wide and a maximum of 30” high. Brettschneider is
currently working with a disabilities group for ideas on policy and procedure.
8. CIP Item Updates. Brettschneider reported that the Light Poles at the Softball complex are
completed, bike and walking trails are in the process, bike rack pads will be installed at various
locations, Indian Hills playground is complete, Pioneer Park Bathrooms will be started after Arts
Festival.
9. Dog Park Update. Brettschneider reports that citizens are working to raise funds and looking
into costs to re-do the park. Once the funds are raised, the City will look it over.
10. Bike Friendly Brookings Update. Kleinsasser reported that there was an RFP and 3 groups gave
presentations, the Bike Committee picked one and the City Council approved. Toole Design’s
contract starts July 1st. Toole Design will work with the Bike Committee and staff to develop a
master plan and analyze options. Toole Design will come back with recommendations on how
the City could move forward with a Bike Plan.
11. Future Dates. Brettschneider reported there will be NO meeting in July. Brettschneider wants
to discuss the potential dates for the Park Board Tour at the August Meeting.
12. Adjourn. Kleinsasser adjourned.
