A meeting of the Parks and Recreation Advisory Board was held on Monday, January 4, 2016 at 5:30
p.m. at Brookings City & County Government Center with the following board members present: Erik
Dahl, Steve Berseth, Sean Binker, Erika Saunders and Beau Bordewyk. Others present included: Mitch
Pederson (Recreation Manager), Darren Hoff (Recreation Manager), Al Kruse (Parks & Forestry
Superintendent), Dan Brettschneider (Parks, Recreation & Forestry Director), Jeff Weldon (City
Manager), Dan Hansen (City Council), and Gary Moen (EdgeBrook Clubhouse Manager).
1. Call Meeting to Order. Chair Dahl called the meeting to order at 5:35 p.m. Introduction of new
Director Brettschneider was done at this time as well.
2. Approval of Minutes. Approval of the December 7th Park Board Meeting Minutes. Berseth made
the motion to approve the December 7th meeting minutes. Motion was 2nd by Binker. All present
voted yes; motion carried.
3. Additions to and Approval of Agenda. Brookings Car show wanted to be added to the agenda to
be approved for the 24th annual car show at Pioneer Park on June 12th. Dahl made the motion to
approve the agenda with the addition and approval of the Brookings Car Show request. Motion
was 2nd by Saunders. All present voted yes; motion carried.
4. Discussion of the Community Recreation Center. Weldon and Hanson were present to discuss 2
potential future sites of the community recreation center. Weldon & Hanson wanted approval
or preference of one site over the other approved by the board. The 2 sites; one is located at
34th Ave close to Swiftel Center and is currently city owned and would be no additional cost to
the project, & the other is located south of Camelot school on 15th Street south owned privately
and would cost approximately 3 million dollars. The pros and cons of each site were heavily
discussed. Binker made a motion that the Parks and Recreation Advisory Board recommend the
site location by Swiftel Center on 34th Ave. Motion was 2nd by Berseth. All present voted yes;
motion carried.
5. Staff Reports. Kruse stated park crews are busy with winter snow removal, flooding ice rinks,
Larson Ice Arena tournaments, and maintenance on equipment. Hoff stated recreation
programs are starting back up after Christmas break. Hoff also stated staff is already preparing
for summer programming. Pederson stated that winter activities are going well at the Dakota
Nature Park and that the Brookings Activity Center has been very active over the Holiday
season. Brettschneider stated he was getting acclimated to the community and his new position
as Director. Brettschneider presented to the board that the department would be starting a “Did
You Know” marketing campaign to inform the community of what’s happening in the Parks,
Recreation & Forestry department and also to give facts and statistics regarding the Parks and
Recreation field. Brettschneider stated that staff would be looking into marketing our brochures
through the mail to every address in Brookings.
6. Discussion and Approval of EdgeBrook Golf Course Green Fees. Binker was concerned with
raising fees at EdgeBrook Golf Course. Binker asked do we lose members and what is the
purpose of raising the fees? Moen stated he also wants to keep fees low to increase family and
youth participation to grow the game of golf in the Brookings community. Staff stated that a
portion of the fees in 2016 will go into a capital reserve fund for future course improvements.
Dahl made the motion to approve the golf course fees. Motion was 2nd by Saunders. All present
voted yes; motion carried.
7. Discussion and Approval of Recreation Fees. Hoff explained the principles and reasoning for
changes to fees at the pool and various recreation fees. Berseth made the motion to approve
the recreation fees for 2016. Motion was 2nd by Binker. All present voted yes; motion carried.
8. Review Larson Nature Center Rental Agreement. The board reviewed and agreed to approve
the rental rates on the Larson Nature Center rental agreement. Staff was directed to revise the
verbiage in the rental agreement documents before implementing the rental rates for 2016.
Binker made the motion to approve the rental rates. Motion was 2nd by Berseth. All present
voted yes; motion carried.
9. Bike Friendly Brookings. No updates at this time. There are meetings scheduled with the Bike
Committee going forward in January.
10. Adjourn. Dahl made the motion to adjourn the meeting at approximately 7:30p.m. Motion was
2nd by Berseth. All present voted yes; motion carried.
Next scheduled meeting. Monday, February 1, 2016 at 5:30 pm.
