HomeMy WebLinkAboutPRMinutes_2008_10_06MINUTES FOR PARK AND RECREATION BOARD MEETING of October 6, 2008 Present: Ryan Krogman, Erik Dahl, Ann Martin, Rebecca Andersen, Renae Kreutner, Jeff Weldon, Dave Spaulding, Bruce Hovelson REPORTS • Approximately 50 additional gardens will be added to our Community Garden project in 2009. We have filled up the last two years, sometimes with a waiting list. This will give us 568 gardens, each one is 500 square feet. 54 of those are perennial gardens where people can grow perennials, and we do not rototill each year. • Banner Associates are progressing with plans for the Larson Ice Center inside construction (additional seating). The schedule is for bid opening in January 2009, construction to start April 1st and be completed prior to summer ice (June 26th). • Golf course crews are installing irrigation and drain tile at the new Executive Nine at EdgeBrook. Construction of greens and tees was completed in early September by the contractor the city hired from Nebraska. Anticipated opening date is mid-summer 2009. Motion was made by Martin, seconded by Dahl that the meeting agenda be approved. Motion carried. Discussion concerned 2009 golf course fees and golf professional contract. Fee proposals will be prepared for review and action at the December meeting. Consensus was that a one-year contract extension would be preferred for the next year. City staff and City Manager Jeff Weldon will meet with Dave and review terms of the Contract for Services for action at the December meeting. The Board reviewed a Draft Proposal of an updated City/School Joint Agreement prepared by City Manager Jeff Weldon covering the philosophical basis and general terms of our school/park facility arrangements for development and operations. This proposal will eventually be acted upon by the Board of Education and City Council and replaces a 1965 Memorandum of Understanding that was put in place prior the High School/Dwiggins Medary Park joint project. It continues the original philosophy, but is more inclusive of and better explains the basis for such an agreement. Following approval by the governing bodies, an administrative Operating Agreement would be developed covering details of operating procedures and respective responsibilities for each of the school facilities and city facilities that fall under the auspices of joint use. The operating agreements would be reviewed annually by the school and city. Board reaction was very positive. Motion was made by Dahl, seconded by Andersen that the Park and Recreation Board supports the completion of this joint agreement. Motion carried. Meeting was adjourned.
