of January 7, 2008
Present: Duane Moe, Ann Martin, Keith Rounds, Erik Dahl, Andrew Creer, Rebecca
Andersen, June Eng, City Manager Jeff Weldon.
Motion was made by Rounds, seconded by Eng that minutes of the previous meeting be
approved with the correction that the motion regarding animal use in the Red Rink should read:
“Motion was made by Keith Rounds, seconded by Duane Moe that the Park and Recreation
Board prefers that animal events not be scheduled in the Larson Ice Center Red Rink, and
reaffirms that priority use of the Red Rink continues to be for ice skating activities on a year-
round basis.” With this correction the minutes were approved.
Motion was made by Rounds, seconded by Eng that the agenda be approved. Motion carried.
The Board reviewed a draft copy of an agreement with Brookings Ice Skating Association for
extending the summer ice season at Larson Ice Center. With a few changes and clarifications
suggested by the Board and BISA members present, motion was made by Andersen, seconded
by Eng that the agreement be approved. All voted in favor of the motion.
Subsequent to last meeting discussion regarding length of the golf professional contract and
advertising for proposals, discussion with city officials and staff indicated it might be best to
delay advertising and re-visit the issue at this meeting. City Council had indicated last year
they wished to consider creating an Enterprise Fund for the golf course budget, which could
happen in 2009, and in the process we might look at all options for operating the clubhouse. A
three-year contract pretty much ties us to a three year commitment, and does not provide much
flexibility to consider change. After further discussion motion was made by Rounds, seconded
by Creer that the Board rescind the motion for advertising for a three year contract and approve
a one year contract to Dave Spaulding, with terms of the contract to remain the same as
approved last month. Motion was approved. Mr. Spaulding was present and indicated a one-
year contract was satisfactory.
Discussion concerned the proposed rate increase for EdgeBrook fees for 2008. After further
review and comparisons with other courses in South Dakota, several of the proposed fees were
increased a little more. Based on 2007 play, the increases could raise an additional $18-20,000
for 2008. Motion was made by Creer, seconded by Andersen, and approved by all present that
the 2008 fees be approved as follows:

Couples $630.00
Family $630.00
plus $50/child $ 50.00
Senior Citizen (62 & up) $350.00
GREENS FEES:
9 holes $17.00

½ price T,TH 7:30-11:30 am and after 5 pm on Sundays
GOLF CARTS:
9 holes $16.00
18 holes $22.00
Senior 9 holes $13.00
Senior 18 holes $17.00
½ price T, TH 7:30-11:30 am and after 5 pm on Sundays
Individual All-time Cart Season Ticket $450.00
Family members added to individual ticket $ 75.00 each person
DRIVING RANGE:
Bucket $ 5.00
Individual Season Ticket $175.00
Family Season Ticket $325.00
Additional discussion centered around ways to promote early purchase of season tickets.
Motion was made by Creer, seconded by Dahl that a 5% discount be allowed for all season
tickets for play, not carts or driving range, purchased and paid in full prior to April 1st. Motion
carried.
