BOARD OF TRUSTEES
December 10, 2015
MINUTES
The Board of Trustees of the Brookings Public Library met on Thursday, December 10, 2015 at 5:30 p.m.
in the Historical Room of the Brookings Public Library
MEMBERS PRESENT: Bill Gengler, Janell Hoffelt, Larry Rogers, Kyle Schaefer
OTHERS PRESENT: Elvita Landau, Alice Hayes
Call to Order
Bill Gengler called the meeting to order.
Approval of Agenda
Bill Gengler called for approval of the meeting agenda. Larry Rogers moved to approve the meeting
agenda. Janell Hoffelt seconded. Motion carried.
Approval of Minutes
Bill Gengler called for approval of the minutes from the November 12, 2015 meeting. Larry Rogers
moved to approve the minutes. Janell Hoffelt seconded. Motion carried.
New Business
Approval of November Bills
Elvita Landau noted that the Library made payments for additional Axis 360 e-books, as well as carpet
cleaning and the purchase of several refurbished computer monitors. Larry Rogers moved to approve
the November list of bills. Kyle Schaefer seconded. Motion carried.
Modifications to the Coffee Shop
Priscilla Pulscher of the Sunflower Coffee Shop requested the installation of a counter to accommodate
people using their laptops in the coffee shop. Elvita contacted an electrician, who could install a strip of
electrical outlets for $250.00. She also spoke to a carpenter who could build and install a countertop for
$257.00. Elvita suggested that, rather than building a new counter, we could use the index table that is
currently used to hold the express computers. The Board agreed that this was a good idea. Priscilla will
provide the stools. Elvita said that Priscilla plans to open the coffee shop on Tuesday or Wednesday of
next week, December 15 or 16.
Travel Request
The Public Library Association (PLA) conference will be held on April 6-9, 2016 in Denver. Money was
included in the 2016 budget for staff attendance at this event. Elvita asked that Nita Gill, Katherine
Eberline and Ali Bruinsma be allowed to attend the conference. Costs would be approximately
$4,480.00. Bill Gengler asked how much would be saved on the registration fee if these staff had ALA
memberships. Elvita will check on this. She said the dues could be around $200.00 per year per person,
and the Board would be setting a precedent to pay ALA dues every year. Elvita will look into it and
choose the best deal. Kyle Schaefer moved to approve the travel request. Janell Hoffelt seconded.
Motion carried. Elvita will pay for the registration and dues amounts from the 2015 budget.
Other Items and Reports
Librarian’s Report
Elvita Landau presented her monthly report. She explained that the people counter stopped working.
She is looking at a ceiling-mounted unit for the Library foyer which would require Category 5 cable to be
installed. The cost would be $1,785.00 for equipment, plus the Swiftel installation fees. Janell Hoffelt
moved to approve the request for expenditures. Kyle Schaefer seconded. Motion carried.
Financial Reports
In General Fund, Elvita said we should have approximately $20,000 left over in the General Fund budget
in 2015. She proposed that we pay for the Boopsie mobile app and the Zinio e-magazine subscription
from this year’s General Fund budget, in addition to the PLA registration and people counter. The Board
agreed.
Copies of the updated Brookings Public Library Policy Manual were distributed to the Board members.
Bill Gengler asked if there were any continuing education opportunities coming up for Board members.
Elvita said that the South Dakota Library Association conference will be held in Watertown in September
2016. The Board members are all SDLA members, so they may register as such. If they cannot attend the
entire conference, Elvita said that Thursday is the biggest day of activities.
Larry Rogers moved to adjourn the meeting. Kyle Schaefer seconded. Motion carried. The meeting was
adjourned at 6:25 p.m.
