JOINT POWERS BOARD MEETING
Thursday, February 26, 2015
The Joint Powers Board met on Thursday, February 26, 2015 with the following members present:
Keith Corbett, Ryan Krogman, John Kubal, and Stephne Miller.
REGULAR BUSINESS
Chairperson Kubal called the meeting to order and a quorum was established.
Motion by Miller, seconded by Corbett to appoint Ryan Krogman as Chairperson of the Joint Powers
Board for 2015. All members voted “aye.” Motion carried.
Motion by Kubal, seconded by Miller to appoint John Kubal as Vice-Chairperson of the Joint Powers
Board for 2015. All members voted “aye.” Motion carried.
Motion by Miller, seconded by Corbett to approve the minutes from the December 23, 2014 Joint
Powers Board Meeting. All members voted “aye.” Motion carried.
City Manager Jeff Weldon updated the board on the retro-commissioning of the building. He said
Questions and Solutions Engineering has looked at the temperature, mechanical and humidity issues going
on in the building. Weldon said they did a comprehensive analysis and have held each entity involved
accountable. He said there are chiller modifications yet to be done, but they have to wait for warmer
temperatures. Weldon said a lot of this goes back to design issues. Miller said that when this is fixed, the
utility costs should be lower. Weldon said it should, but he is also concerned with the premature aging of
some of the equipment. He said some things have already had to be replaced. Weldon said humidity is a
big issue and it has caused some of the millwork to crack in many areas of building.
The board discussed the back-up generator for the building. County Commission Director Stacy
Steffensen said the generator is at the highway shop. She said that the cabling wasn’t hooked up properly
when it was tested, and she isn’t sure what else has been decided. The board directed Steffensen to do
more follow-up on this. Krogman said he would like the generator in place by spring in case severe
weather causes power outages.
The board discussed the wall-hanging request from the Veteran’s Service office. Steffensen said
the quilt that is being redone isn’t finished yet, but the Avenue of Flags plaque can be hung at any time.
The board directed Steffensen and Weldon to decide where the quilt and plaque will be hung.
The board considered artificial plantings and trees for the building. Weldon said the plantings
would be placed under the staircase on the first floor and the trees would be for the entryways. Miller
thought that seeing the plants in place would give them a better idea on how it would look. Kubal asked
if the plantings under the staircase would solve the issue of people bumping their heads. Steffensen said
that is a liability concern that needs to be taken care of. The board also discussed placing a painting or
print in the space under the stairwell.
The board discussed the status of McKeever’s vending machines. Steffensen said that McKeever’s
has indicated that they may need to remove the vending machines due to lack of use. Kubal said that
he’s afraid the machines would look tacky if they were on first floor. Weldon said he’s not sure the
electricity on the first floor would be able to handle the machines. Steffensen said the city and county
each receive a portion of the proceeds from the machines now. Weldon suggested that if McKeever’s
could keep the portion they give to the city and county, they may be willing to leave the machines in
place. Steffensen said she would follow up with them.
The board considered a request to tint an interior window in county conference room 103 on the
first floor of the building. Steffensen said when the conference room is used, everyone on first floor can
look into the room and see what is going on. Steffensen said the quote from Brian’s tine was $185.
Motion by Corbett, seconded by Miller to move forward with tinting the window. Weldon said there may
be an extra curtain that could be used. The board directed Weldon and Steffensen to see if there is a
curtain available, but if not to proceed with the tinting.
Steffensen informed the board that the railing at the start of the staircase on the first floor has
come loose. She said the contractor, Clark Drew, has looked at it. Weldon said they need to get them to
come up with a permanent solution to fix this.

Motion by Corbett, seconded by Kubal to adjourn. All members voted “aye.” Motion carried.
