JOINT POWERS BOARD MEETING
Tuesday, December 23, 2014
The Joint Powers Board met on Tuesday, December 23, 2014 with the following members present:
Ryan Krogman, Dennis Falken, John Kubal and Keith Corbett attending in place of Tim Reed.
REGULAR BUSINESS
Chairperson Kubal called the meeting to order and a quorum was established.
Motion by Corbett, seconded by Krogman to approve the minutes from the June 19, 2014 Joint
Powers Board Meeting. All members voted “aye.” Motion carried.
Commission Department Director Stacy Steffensen discussed a request from the Veteran’s Service
office to display the Avenue of Flags plaque and a quilt in the building. She said a glass display case will
be donated to display the quilt in once it is finished. Corbett asked where these would be displayed.
Steffensen said near the Veteran’s Service office. City Manager Jeff Weldon asked about displaying them
in the courthouse. Steffensen said the courthouse is only state offices; veterans come to this building
now. Krogman said it would be good to keep it near the VA office. Steffensen noted that the quilt used
to be displayed in the courthouse and is getting redone, but it isn’t finished yet. Weldon said this is the
first request to display something permanent in the building. Krogman questioned if this is opening them
up to other requests. He said it could always be reviewed after a year too. Corbett asked if the Avenue
of Flags plaque should be displayed at the courthouse since that is where the flags are displayed.
Steffensen said the plaque lists the names of those veterans who have donated or whose families have
donated their flags to be on display. She said only those individuals who have business with the court
system go to the courthouse anymore. By consensus, the board directed Weldon and Steffensen to work
together to find a proper location for the items to be displayed.
Weldon said there continues to be humidity issues in the building. He said he hired Roger Thue
with Questions and Solutions Engineering, as an outside firm, to look at the building and come up with
recommendations. Weldon provided background information on the recommendations that were made.
Weldon updated the board on the building’s operating budget. He said they are running a little
over budget on service contracts for the building. Steffensen said she hasn’t received any complaints
with the cleaning of the building. Weldon said the new cleaning crew is more judicial with the cleaning
supplies. Weldon and Steffensen also discussed having the carpets cleaned. Weldon said they will look at
having the exterior windows cleaned next spring or summer as well. Falken asked about a portion of the
exterior building pulling away from the foundation. Weldon said they will get that fixed. Weldon said the
2015 budget is set as well.
Steffensen said she received a request to place a white board in the community room. By
consensus, the board directed Weldon and Steffensen to purchase a white board if it less than $1,000.
Steffensen reviewed the liability insurance walk-through review. She said they were concerned
with the suspended staircase and the potential for individuals to bump their heads. Steffensen said they
need to respond within 60 days on what has been done or what will be done. Krogman said they need to
make sure people don’t sit under the staircase. Placing benches and plants around those ledges was
suggested. The board directed Weldon and Steffensen to continue to look into this issue.
Steffensen said she has received several complaints about the heated sidewalks melting the snow
and forming ice on the north and west sides of the building. Weldon said there will always be ice with
the heated sidewalks, but the grounds people have to be on top of salting and sanding those areas.
Steffensen said the heated sidewalks do work well in the area that is heated. She said a suggestion was
made to shut them off when there is a potential for significant snowfall, have them cleared off by Razor’s
Edge, who handles snow removal, and then turn them back on to clear off what cannot be removed by
hand. Falken questioned how long it takes for the sidewalks to heat up after the system has been turned
off. Weldon said they can look into that. Kubal said the issue is the colder temperatures and the water
run off that freezes. The board directed Weldon and Steffensen to monitor the issue.

Motion by Corbett, seconded by Krogman to adjourn. All members voted “aye.” Motion carried.
