JOINT POWERS BOARD SPECIAL MEETING
Tuesday, December 7, 2010
The Joint Powers Board met in special session on Tuesday, December 7, 2010 with the
following members present: Dennis Falken, Alan Gregg and John Kubal. Also in attendance were
Jeff Weldon, Stephanie Ellwein, and Mark Kratochvil. Tim Reed was absent.
REGULAR BUSINESS
Chairperson Kubal called the meeting to order and a quorum was established.
Todd Moss, Brent Koch and Kathy Erion with Cannon, Moss, Brygger Architects met with the
board to discuss the interior design of the joint facility. Moss started by saying they’re making the
public spaces the nicest and most durable, while keeping the office spaces more modest. He
reviewed the exterior finishes of brick, pre-cast cement and EIFS or exterior insulation finish
system and said that overall it’s a modest design, but it is still very nice.
Koch and Erion presented a power-point presentation reviewing the floor plans, exterior
plans and the interior design. Erion said the plan includes terrazzo flooring on the first and second
floors, wood detailing, brick on the columns, paint on the walls and aluminum trim around windows
and doors in the hallways. She said the third floor has carpet, vinyl wall coverings and wood
paneling. Erion said the board desktop in the chambers is made of quartz. She also reviewed the
material proposed for the public restrooms and individual offices. Erion said there would be
opportunities to do bid alternates for different types of material as well.
The board discussed the technology in the chambers and noted that they need to make sure
the wood paneling behind the board table will work for televising meetings. They also discussed
placing a Kevlar lining inside the desk. Falken said that it should seriously be considered and the
cost should be looked into.
Kubal said that obviously the terrazzo flooring is the best to use, but asked if there are more
reasonably priced alternatives. Moss said the other logical choice is ceramic tile, but issues include
grout lines, cracks and the noise factor. He said that in recent projects they’ve done, they bid
both tile and terrazzo and the terrazzo was reasonably priced so they went with it. Kratochvil
asked if they got a better price on the terrazzo because it was bid with an alternate. Moss said
that it was possible. Erion said that if they decide to use tile, she said the size of the tiles needs to
be discussed. She said that as the tiles get larger, the expense of installation goes up as well.
Weldon asked if it’s better for an alternate to be an add or deduct. Moss said you want to
put the product in that you want in the base bid, but he hasn’t seen any advantages on adds versus
deducts. Falken said that he doesn’t want to start getting alternates for every product. He said
that they haven’t put in a lot of frills. He asked how many products would work to have an
optional alternate bid other than the terrazzo. Erion said that they could do an alternate for the
quartz countertops.
Chairperson Kubal accepted comments from the public. Deanna Santema questioned the
staircase and the cost savings that had been applied to it. She said that they can get too carried
away with savings and that she doesn’t want the facility to be stark. It does need some warmth.
Santema said the staircase is way too plain and looks like a secondary staircase, not the grand
staircase. Mike Bartley agreed and said that the stairway is just not grand. Following these public
comments, Falken added that this is what people are going to see when they first enter the
building. Koch said that they should have another cost estimate from the Construction Manager by
the end of the year with the changes they’ve made. He said they have a lot more information to
give them now that they can look at to determine the overall cost of the project.
Moss said that they will be back on December 16th to meet with Ellwein, Weldon and
department heads to review the interior design.
The Joint Powers Board’s next regular meeting is Thursday, December 9th at 8:00 a.m.

Motion by Gregg, seconded by Falken to adjourn. All members voted “aye.” Motion carried.
