JOINT POWERS BOARD MEETING
Wednesday, August 4, 2010
The Joint Powers Board met on Wednesday, August 4, 2010 with the following members
present: Mike Bartley, Dennis Falken, and Alan Gregg. Also in attendance were Stephanie Vogel,
Jeff Weldon, Steve Britzman and Mark Kratochvil.
REGULAR BUSINESS
Chairperson Bartley called the meeting to order and a quorum was established.
Motion by Gregg, seconded by Falken to approve the minutes from the July 21, 2010 Joint
Powers Board Meeting. All members voted aye. Motion carried.
Joining the meeting by phone were Mark Bosch and Tom Ginter with Bossardt Corporation
and Todd Moss with Cannon, Moss and Brygger.
Brookings City Manager Jeff Weldon updated the board on the asbestos removal from three
basements located on the site for the new administration building. Weldon said the removal was
complete as of Tuesday, August 3rd.
The board discussed the site plan and the site plan open house. Bartley said that there
wasn’t a large attendance at the open house, but some important people were there including
representatives from the Historical Society. He said that they also had a chance to sit down with
Todd Moss, Mark Bosch and John Bossardt prior to the open house and received good information
and advice.
Commission Assistant Stephanie Vogel said the comment she received was if they were
considering future space needs. Weldon said that this plan accommodates growth in two ways,
there are more parcels that could be purchased in that block in the future and internally they are
identifying work spaces for additional employees and future growth. He said that he doesn’t want
to cut square footage, because they probably will need it in the future.
Falken said that the comment he’s received several times is that the city and county are
intending on buying the other properties in that block. He said that it’s not part of the plan at this
time to purchase those properties. Bartley said that it they could be purchased for future
expansion, but that may be 25 years down the road.
The board discussed parking on the east side of the proposed building and the diagonal
parking along 3rd Street on the north side. Bartley said that he’s concerned with the safety of that
parking and having to back out onto 3rd Street.
Architect Todd Moss said that understands that concern, but because the north side has the
main entrance, he thinks there should be parking on that side. He said that there really needs to
be a front door presence on a street, especially for the county since their offices are going to be
located on the east side of the building.
Weldon asked if the board wanted to formally approve the site plan presented. Falken said
that approving it gives the board direction. Motion by Falken to approve the site plan for the
proposed administration building subject to any necessary changes, seconded by Gregg. Bartley
said that he agrees that it should be approved and that any changes would probably be minor.
Chairperson Bartley called for the vote. All members voted aye. Motion carried.
The board discussed the demolition contract process. Weldon said there are two issues; the
dates of when to advertise for bids and hold the bid opening and bringing in fill for the holes where
the structures used to be on the sites.
The board decided to advertise bids starting August 12th, hold the bid opening on August 23rd
and have the full boards approve the contract during their regular meetings on August 24th.
They also discussed having a bid alternate if the former Wika house gets removed and
doesn’t have to be taken down.
The board discussed the fill for the holes over the winter months. Weldon said that there is
plenty of clay at the landfill, so there would only be trucking costs to get it to the site. Moss said
that if that soil gets saturated, it could cause bigger issues in the spring. He said that it’s worth a
call to a geotechnical engineer to get a recommendation on how to fill in those areas.
Mark Bosch said that a reinforced poly-ethylene should be put over the top of the fill to keep
it dry during the winter months as well. They also discussed density testing and loose fill versus
compacted fill.
Weldon said that he would call a geo-tech and get this information into the demolition
specifications and still try to stay within the timeline discussed.
The board discussed the interior schematic design of the building. Weldon said that round
one was last week with the architects meeting with department heads from both the county and
the city.
Moss said that the staff seemed to like what they saw and they got some good input.
They’re currently making updates to the plans and also working on exterior design ideas as well.
Moss said they held an internal design charrette for the exterior of the building and they’re in the
process of taking 2 of those designs and refining them. He said they’re close to presenting both an
exterior design and holding another round with city and county staff to review the interior design.
Weldon said that the Historical Commission will get an early look at the exterior design and
the ADA committee will also be looking at the plans for issues concerning accessibility.
The board tentatively set August 11th as the date to tour facilities designed by Cannon, Moss
and Brygger in Vermillion, Sioux City and South Sioux City, as well as a stop at the Minnehaha
County administration building. Weldon said that all of the County Commission and City Council
members, as well as the media will be invited to attend.
Falken questioned the Bossardt Corporation representatives about meeting with local
contractors to discuss the project.
Bosch said that he’s getting bonding companies lined up to explain that process to some of
the smaller contractors, so he’s looking at it being in the next couple of months. He said that it
will also depend on how much work can be done yet this fall on the site.
The parties present via phone left the meeting.
Bartley said that all the gas lines had been capped on the site.
Weldon said that he gave permission to the local SWAT team to do training in some of the
houses still on the site.
The board also discussed the removal of the large apartment building and what would
happen if the City Council doesn’t approve the moving permit. Bartley said if that happens, there
would have to be an addendum to the demolition contract to demolish that building. Falken said
that if it does need to be torn down, it shouldn’t be an issue.
ADJOURNMENT
There being no further business, Chairperson Bartley declared the meeting adjourned until
Wednesday, August 18, 2010 at 7:35 a.m.
