April 28th, 2010
Members in attendance were: John Kubal, Mike Bartling, Dennis Falken
and Alan Gregg. Staff in attendance were Jeff Weldon and Stephanie Vogel.
The board held discussion on the historic review process for the
properties purchased for the joint facility. Discussion was in regards to
whether or not the homes which will be moved will continue to be considered
historic once moved. It was noted that the properties may lose historical value
once moved. The idea is to try to save the properties.
The board suggested that a letter be sent to all home owners reminding
them of which date the city/county will be taking over the properties. It is the
home owners/tenants responsibility to be out of the house once the
city/county takes over ownership.
Dennis Falken suggested that we put the properties as surplus and allow
the public to make an offer on the properties through an auction. If no bids
are received then the properties will be demolished. Stephanie Vogel noted
that any property that the county owns needs to be disposed of through the
surplus property procedures. It was also discussed that if the homes are sold at
a public auction the homes do not have to be appraised. The board discussed
that if the properties are sold at auction, it should be advertised that the
properties must be moved by a certain date.
It was decided that the board will meet every other Wednesday morning
at 7:30AM. Meetings are anticipated to take approximately 1 hour.
The board also discussed county offices potentially moving to the new
facility. It was discussed whether or not the Emergency Management Office
should be moved to the joint building or if it at the minimum at least out of the
basement corner office. If they can find space for him at the police
department for the Emergency Management office then it will not move to the
new building. Dennis Falken noticed that the county extension office will not
be moving to the new building.
Stephanie Vogel and Jeff Weldon will work together to discuss shared
office and storage space. They will also work on keeping the space equal
between the city and county and allow for proper square footage based on
current space needs and expected growth.
Stephanie Vogel noted that based on the resolution that meeting
minutes should be posted and follow each entities established procedures.
It was also discussed whether or not that the individuals who get the bid
for demolishing the properties will also receive the salvage rights to the items
in the properties.
The meeting adjourned by consensus.
