The Joint Administrative Facility subcommittee met on Thursday, January 21, 2010 with the
following members present: Alan Gregg, Mike Bartley, John Kubal, Stephanie Vogel, Jeff Weldon,
Mark Kratochvil and Steve Britzman.
EXECUTIVE SESSION
The subcommittee met in Executive Session to discuss contractual matters from 2:00 p.m. to
3:15 p.m.
REGULAR BUSINESS
The subcommittee discussed the Joint Powers Agreement between the city and the county
and the level of authority of the Joint Powers Board.
The subcommittee discussed the construction delivery method, looking at both construction
management and general contractor. City Manager Jeff Weldon said that the scope of service and
fees will depend on what method is chosen and that decision on which method to use will need to
be made quickly.
The subcommittee discussed the development of a Mission Scoping Document which would
lay out a set of expectations and the description of the project. Weldon said that it’s a work in
progress, but he would hope to have both the city and county sign on to the document.
The subcommittee heard from Rich Ivey, Project Engineer with the Office of the State
Engineer of South Dakota regarding the different construction methods. Ivey and the
subcommittee discussed the Design/Bid/Build method, Construction Manager at Risk method,
Design/Build method and the Construction Manager Agent method. The subcommittee also heard
from Rich Salonen, architect with Banner Associates.
The subcommittee discussed starting the 11.1 Historic Review Process. Weldon said it’s a
two step process-the site pursuant to demolition and one relative to the new building.
The subcommittee also noted that Downtown Brookings Inc. has indicated interest in
integrating commercial rental space on the first floor of the new building.
