Brookings Historic Preservation Commission
August 25, 2016 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, August 25, 2016 at
3:30 p.m. in City Hall. Members present: Angie Boersma, Janet Merriman, Dennis Willert, Greg
Heiberger, Janet Gritzner and Jessica Garcia Fritz. Virginia James, Leah Brink and Les Rowland were
absent. Shari Thornes, City Clerk (by phone), and Laurie Carruthers, Communications Specialist, were also
present.
Vice-Chairperson Boersma called the meeting to order at 3:41 p.m. A motion was made by Heiberger,
seconded by Garcia Fritz, to approve the agenda. All present voted yes, motion carried. A motion was
made by Merriman, seconded by Garcia Fritz, to approve the July 21, 2016 minutes. All present voted yes;
motion carried.
Schedule next meeting. Members discussed a scheduled meeting time to ensure availability for public
attendance. Due to previous conflicts, the scheduled meeting time will start in October and be on the 2nd
Thursday of each month beginning at 5pm. Carruthers will send out a doodle poll for the September
meeting.
Project/Issue Updates & Reports.
HISTORIC WPA ARMORY. A letter has been drafted to the City Council advising the responsibilities of the city
regarding the Armory proposals. Staff and members (possibly Garcia Fritz, Heiberger, Boersma and/or
Brink) will meet with the City Attorney to review the letter on August 30 at 8:00 am. This topic will be on
the September 20 City Council agenda. Garcia Fritz advised that her class is conducting an exhibit on
1,000 different possibilities to make the Armory site a public place on September 7 from 3 -6pm at the
Armory. Members, City Council and the public are invited to attend.
STRATEGIC PLANNING. The BHPC At-A-Glance flyer needs to be limited to two pages and have the flow chart
as a separate full page. It needs to include repair and color code standards as well as how to structure a
motion. A cheat sheet to 11.1 in layman’s terms needs to be drafted, so there is a standard response to
the public. As for the contributing factors, questions need to be asked about the proposed project: what
are the significant features? Is it renovation, repairs or demolition? Garcia Fritz will work with public
education subcommittee to simplify the flowchart (if this, then that) and have separate charts.
The public education subcommittee will work on a layman’s handout and Merriman will interpret the
verbiage. Heiberger asked if the National Register has brochures? Thornes advised yes on the website,
but not a printed version. A hand-out should be available to distribute at the workshop next spring for
property owners. Additionally, a ‘welcome to the historic district packet’ should be distributed by realtors.
Thornes advised that one was distributed several years ago. The public education subcommittee will
review and develop a new homeowner campaign to include: welcome packet, benefits, standards and a
native plants seed packet. The campaign could be a combination of historic district and homeowner’s
association information. If the home is listed on one of the historic tours, that should be noted. A listing
packet could also be created when a home is for sale. SHPO may have additional information.
In addition to these projects, the public education subcommittee is working on a social event, survey,
Facebook content and the website. This subcommittee has become the gathering place for all projects.
The subcommittees need to be divided pursuant to members’ skills. Gritzner and Willert are currently the
homeowner liaisons.

A motion was made by Merriman, seconded by Garcia Fritz, to reevaluate the subcommittee structure.
All present voted yes, motion carried.
LIAISON. Heiberger asked about the land swap concept for DBI. Garcia Fritz will follow-up at the next
meeting on Monday.
SHPO. A question was asked if there are SHPO promotions that could be posted to Facebook. Thornes
advised Brosz may have some informational advocacy promotions.
STAFF. The Festival of Lights has been scheduled for December 1, 2016. Last year a 5th rides was
conducted due to the popularity of the trolley rides. For advertising, it should be listed that the last ride
leaves at 6:30 pm. As for the letter to property owners, the decorating contest will not be conducted this
year. Our trolley ride provider is retiring, so in 2017 the BHPC will need to find a new provider.
Announcements/Correspondence/Communications/Calendar.
MAYOR’S AWARDS. A date has not been set for the Mayor’s Awards Reception, possibilities include: October
27, November 2 or 10. The following assignments were made for drafting the posters for the press
release. If anyone needs photographic assistance, Boersma will help.

Thornes advised that Mayor Reed was notified by the SDSU Foundation that the two bungalows along 8th
Street that won Mayor’s Awards for Historic Preservation last year, are possibly being relocated to the
site where the fraternity burned down.
Chris & Kelsey Stolenburg (521 8th Street, which won a Mayor’s Award in 2013) recently went through an
11.1 review process and SHPO staff were on the property to review the project. This seamless process
should be recognized and applauded.
