HomeMy WebLinkAboutBHPCMinutes_2015_09_03Brookings Historic Preservation Commission September 3, 2015 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, September 3, 2015 at 4:00 p.m. in City Hall. Members present: Janet Gritzner, Dennis Willert, Leah Brink, Les Rowland, Jessica Garcia Fritz, Angie Boersma, Mary Bibby and Janet Merriman. Greg Heiberger was absent. Shari Thornes, City Clerk, was also present. Chairperson Rowland called the meeting to order. A motion was made by Brink, seconded by Merriman, to approve the agenda. All present voted yes, motion carried. A motion was made by Brink, seconded by Willert, to approve the minutes. All present voted yes; motion carried. Next meeting was scheduled for Thursday, October 1st at 3:00 p.m. 11.1 REVIEWS: Summary of completed and pending reviews: 414-416 Main Avenue, 7/25 – Commercial District, exterior brick repair, replacement 2nd floor windows, upgrade/repair to mechanical systems, roofing repairs - COMPLETED PROJECT/ ISSUE UPDATES: Park & Recreation Center, WPA Armory, September 8 City Council presentation. Rowland and Garcia Fritz served on a committee that drafted an RFP for adaptive reuse of the property. A copy of the RFP was circulated. The City Council is scheduled to review and approve the document on September 8th. Mayor’s Award Event, October 29. The BHPC annually awards property owners who have done exceptional restoration or rehabilitation projects on historic homes and businesses. In addition to rewarding property owners, awards will also recognize the architects, consultants, designers, and contractors for their work on these projects. This year’s event is scheduled for Thursday, October 29th at the SDSU Performing Arts Center. A planning meeting of the Disability, Human Rights and Historic Preservation chairs and vice chairs is scheduled for September 10th. Thornes and Garcia Fritz are working on the final plaque design. Statewide CLG Meeting. A statewide CLG meeting has been scheduled for November 12-13 in Deadwood. Several members hope to attend. Thornes will coordinate registration. Horse drawn trolley rides of the Central Residential District are scheduled from 5-7 p.m. on Thursday, December 3rd, prior to the Festival of Lights parade. Thornes will contact the Mayor about judging a neighborhood holiday decoration contest. Garcia Fritz has volunteered to write the script. Willert and Brink will work on prizes. Central Residential District Markers Subcommittee Report. The Brookings Historic Preservation Commission received funds for National Register Markers for the Brookings Central Residential Historic District. Garcia Fritz is working on the design and will have a draft for Commission review. Willert will contact property owners after the design is finalized. National Alliance of Preservation Commissions CAMP. The Brookings Historic Preservation Commission has received funding to sponsor an onsite 1 ½ day National Alliance of Preservation Commission’s “CAMP” training for the Brookings Historic Preservation Commission and any other interested South Dakota Commission members and staff. The program will consist of one day of the basics that would include Chair Training, Legal Basics, Meeting Procedures, Building Public Support, Reading Plans, Identifying and Designating Historic Resources, Standards and Guidelines and a Hands-on Design Exercise. An additional half day would be dedicated to long range preservation planning. The Commission selected the dates of August 11-12, 2016. Other CLG members and staff will be invited to the training, but will be charged a nominal fee to cover the cost of their meals. The Nature Center was suggested as a possible location. Brookings also agreed to host the 2016 statewide meeting. There is interest from other CLGs in combining the event with CAMP. A half-day meeting statewide CLG meeting will be held prior to or after the CAMP program. Preserve America Signs at SDSU. The five “Preserve America” signs for campus buildings and sites have been found and four have been installed. McCrory Gardens is the remaining sign. PRESERVATION PARTNERS: State Historic Preservation Office (SHPO) ∗ CLG Progress report for SD-15-024 due in Sept. ∗ SHPO considering shift of extra $700 to Brookings for SD-15-024 ∗ SHPO expects State to make reimbursement payment to Brookings for SD-14-026 ∗ Dr. Delia Hagen of WGM Group will be contracting w/ SHPO on some backlogged NR nominations around SD. There is one in Brookings County. The Spot Mortimer Cabin up at Oakwood Lakes State Park. If anyone on the BHPC has any expertise on the matter, feel free to share and we can connect you with Dr. Hagen. ∗ 9-13-2015 is the 2nd Annual Oahe Chapel Pie Social, 1:30-3:30. 5 mi N. of Pierre, SD hwy 1804 next to Corps Visitors Center on top of the dam. Pie, ice cream, live music featuring Surprise Package, games. Freewill donations accepted. ∗ October 10-12 - SDSHS has multiple events (and locations) for the Sioux Horse Effigy Return Celebration (return from New York, Kansas City, and Paris). “Plains Horse Culture Programs”, Hoop Dancing, a Banquet, Kids Crafts, Native American Craft demonstrations, a welcome back ceremony. Let Jennifer know if you’d like more details. ∗ Deadwood Fund Grant Deadline: October 1st ∗ Moratorium Apps due: Nov. 1st ∗ National Preservation Conference 2015 (D.C) – Nov. 3rd-6th Cindy Snow plans to attend for SHPO. ∗ Mid November (11/23) to mid-February– Jennifer Brosz, our CLG Coordinator, will be on maternity leave. Chris Nelson (W) and Liz Almlie (SE) will be able to assist anyone with National Register/Deadwood Grant/CLG Grant/ Survey questions in her absence. Downtown Brookings Inc. (DBI). The City Council recently took action requiring a restructuring of the DBI organization as a prerequisite for future funding. Thornes will provide a copy of the Council’s motion the BHPC.
