E911 MEETING
Wednesday, April 15, 2015

Board members present: Jeff Weldon (City Manager), Tom Yseth (County Commission),
Ryan Krogman (County Commission) and Jael Thorpe (City Council).
Others present: Jeff Miller (BPD), Darrell Hartmann (Fire Dept.), Mark Stratton
(Communications), Richard Haugen(County Zoning Office), Don Challis (SDSU Emergency
Management), and Jeff Helm (Sioux Falls Fire Dept.)
Members Absent: Bob Hill (County Zoning Office) and Marty Stanwick (SO).
Call to order: Meeting was called to order by Yseth. Weldon / Thorpe moved to
approve the minutes of the February 2015 meeting. All present voted aye. Motion
approved.
Additions to the Agenda:
Bills: Jeff Miller reviewed non-recurring bills. Weldon/ Thorpe moved to approve non-
recurring bills. All present voted aye. Motion approved.
Old Business:
Update on Next Generation:
Miller stated installation will begin on May 11th and transferring over will occur on May 27th. The
Brookings PSAP is second on a list of nine to be transferring over to Next Generation.
Training will take place the week of May 18th.
Discussion on 3rd Dispatch Station:
The third station will be a little smaller than the current stations because of the size of the
room. The initial budget set aside for the third station to include computers, radios, and phone
system was $70,000. By doing the additional Dispatch station now, there would be a savings on
the phone part of the project of about $7,000. The project will be well below the projected
$70,000. The costs to be incurred: the rerouting of wires in the PSAP, and the furniture. Will
begin immediately if approved. Stratton mentioned if we wait for a year or two the cost will cost
will go up an additional $7,000 plus recurring costs. By doing the third station now, the state will
pick up the recurring costs.
Our cash balance at the end of 2014 was at $130,000 and our current cash balance is at $189,000.
Krogman/Weldon made the motion to approve the 3rd Station. All present voted
aye. Motion approved. Weldon’s only concern is he does not want to see the operating
budget affected by taking up to three full time dispatchers just because we can.
Update on Deuel County:
Deuel County decided to sign on with Watertown.
New Business:
Discussion on Public Safety Apps:
Jeff Helm from the Sioux Falls Fire Department gave an overview on Pulse Point. PulsePoint is a
mobile app for IOS and Android smart phones which alert nearby citizens when there is a need
for critical lifesaving (CPR) and the location of a nearby public access automated external
defibrillator (AED) in response to sudden cardiac arrest. PulsePoint integrates with the CAD
system and allows notifications of events to be sent to citizens with the app. Users receive the
location of the incident with a map and the closest AED. The app is only activated if the event is
occurring in a public place and will not activate for residential addresses. The Administrator
inputs a complete list of all existing AED location information.
The app is free and one can specify what they want to be alerted on. Dispatch can send out
alerts on weather, missing children, etc..
The price structure is different for each community. There is an upfront cost for the interface.
Weldon wanted to know if there is an ongoing fee for operating expenses. Hartman suggested
approaching Sanford and Brookings Health System and explain this system to them and ask
them to help fund. This will be very little out of pocket every year. Weldon suggested Hartman
approach Brookings Health System, Avera, and Sanford Clinics and ask for a three way split on
the annual cost and this board would handle the upfront cost. Miller is going to talk with
Zuecher to see if there is a cost there. Thorpe suggested looking into the cost before reaching
out to the other entities.
Stratton asked the question if they experienced any problem with the public appearing at
incidents such as fires, water rescue, etc. Helm stated the public isn't getting any more
information than they would get from a scanner. They have not seen a problem.
Thorpe asked if there is a way to send out other critical alerts. Helm said they have used it for
a lost person. The only people that will receive the alerts are those that have that selection
checked on their app. Thorpe asked if you could report or report back to dispatch. Helm said
no.
Miller stated he is not sure where all the AED’s are in the city. Helm suggested making a
contest out of it. One of the biggest concerns is making sure they work. If the AED says OK
then it should be fine. The battery life on them is about 8-10 years. Hartman suggested
someone from the city and county to go around once a week and document the AED has been
checked.
Member reports:
Don Challis talked about Everbridge which sends messages via telephone, text message, email,
and facebook, in an emergency. SDSU’s cost $4,000-$5,000 a year. It may be more for the city.
Challis and Miller will do further research for the next meeting.
Miller stated the sirens on Trail Ridge road will be moved this summer, but is not sure of the
new location. Miller will provide updates as needed.

Thursday of the month. Budget discussion is held in May.
