HomeMy WebLinkAboutE911Minutes_2010_10_21East Central Communications Council Meeting City Hall meeting room October 21, 2010 8:30am Board members present: Dennis Falken (County Commissioner), Jael Thorpe (City Council), Al Gregg (County Commissioner), and Jeff Weldon (City Manager). Others present: Todd Struwe (Emergency Mgmt.), Jeff Miller (BPD), Mark Stratton(Communications), and Bob Hill (Zoning) Members Absent: Darrell Hartmann (Fire Dept) Call to order: Meeting called to order by Dennis Falken. Al Gregg/Jael Thorpe moved to approve the minutes of the July 15th, 2010 meeting. All present voted aye. Motion approved. Addition to the Agenda: Bills: Jeff Miller reviewed nonrecurring bills. Weldon/Gregg made a motion to approve the bills. All present voted aye motion approved. Old Business: Miller recapped conversations with the Sheriff’s and Police Chiefs’ Offices in Lake and Moody counties. He confirmed they are going to join together to form their own PSAP. We went there to offer our services and to let them know we are planning on having two dispatchers on and be fully functional by the deadline of July 1, 2013. Falken shared with the board the new PSAPS rules and how to manage a PSAPS with two different locations. The first location is a virtual one with the same PSAPS equipment, mapping, and etc. and then link the two together. They are in the process of hiring a liaison to go to the different PSAPS and visit with them about their plans, and offering their services. In order to receive 911 calls, you are required to have 2 people on duty, or be virtual. If you are not in compliance, you will not receive any surcharge funds. If you do not comply, you will not receive surcharge funds or 911 calls. Miller stated the rule says they can continue to operate with one dispatcher, they just won’t receive an increase in surcharge money. Falken stated they need to meet the rule to collect any surcharge money. Struwe asked if they are receiving revenue from the voice over computer. Miller stated not yet. He is working with introdo and they are going to contact us for a test and set up. There is no additional cost for set up. Falken asked about staffing levels. Stratton stated they are at 75%. Weldon stated there will be a staffing increase in 2013. Stratton said two would be the minimum with a possible part-time person to cover sick leave and vacation. Weldon said they need to look at this further. Gregg asked where are things with Duel County. Miller stated they are holding off, but anticipates they will be joining us. Weldon asked to get their revenue figures. Miller stated to either get their revenue figures, or contract a price with them. Duel County’s revenue is $15,000, but believes we could get more than that. Miller stated in the 09 Homeland Security Grant, we asked for an upgrade to our panel so we can double our channels and capability, especially to handle Deuel County. If we receive Grant approval and are able to update the channels, we will be ready for Duel County. This is an incentive for Deuel County, as they won’t be out any money. Falken stated it’s nice to be a good neighbor and help out our neighboring counties, but there has to be a benefit for us in taking on additional responsibility. They will have to pay more than just the surcharge. Other counties are basing it on a cost per call. It’s not his intention to overhaul staff just to help neighboring counties, and it shouldn’t be a revenue generator. Falken stated there is a study currently being done to show the Legislators how the PSAP money is being spent, and where the money comes from. This study should be done by the first of the year. Duel County will still have costs for upkeep on their mapping systems, etc., and they may want to keep some of the money for those expenses. We have to be careful to not overextend our selves. We need to satisfy our citizen’s needs before we worry about others. Struwe asked if Lake and Moody Counties choose not to comply with the two person rule, and end up not receiving 911 calls, if there is a plan as to where the 911 calls would be routed to? Falken stated they will go to the counties and ask what they are going to do with the calls. Falken stated the next step would be for the Brookings County Commissioners to visit with Lake and Moody County Commissioners. New Business: Member Reports The next meeting date: January 21, 2011 at 8:30am Regular quarterly meetings are held in January, April, July, and October on the 3rd Thursday of the month.
