Transportation Board
Brookings, South Dakota
March 15, 2011
OFFICIAL MINUTES
The Brookings Transportation Board was called to order by Chairperson
Michael Forgy on Tuesday, March 15, 2011 at 2:00 PM in the City Hall Meeting
Room. Members present were Art Conners, Roger DeGroot, Nancy Hartenhoff-
Crooks, Rob Jones, Dean Kattelmann, Jerry Raabe, Terrell Spence, and Forgy.
Jared Ellefson, Teresa McKnight, Robb Rasmussen, Deanna Santema, and Jeff
Weldon were absent. Also present were Brenda Schweitzer – BATA, and Don
Boone – Volunteer Service Bank.
Item #2 – (Spence/Jones) Motion to approve the minutes from the February 15,
2011, meeting. All present voted aye. MOTION CARRIED.
Item #3 – (Kattelmann/Jones) Motion to approve the amended agenda by
deleting Item #5. All present voted aye. MOTION CARRIED.
Item #4 – Transportation Provider Updates - BATA- Brenda Schweitzer said the On
Track Program continues to increase in number of rides. She said they try to work
the calls into the Tuesday/Thursday schedule if possible.
Schweitzer said the BATA ridership also continues to increase. BATA had
worked the last two concerts at the Swiftel Center. BATA also works through The
Visitor’s Bureau and the Police Department on large events. Having BATA
transport many concert goers, helped to alleviate the parking situation at the
larger concerts. Schweitzer said BATA transported 2,300 people during the two
previous concerts. Hartenhoff-Crooks asked Schweitzer about the non-compete
clause in the Federal regulations. Schweitzer said that if BATA gets a call after
10:00 PM, she must advertize accordingly in order to take the ride, and she must
also be able and available to serve all riders. Forgy was concerned about the
needs of the handicapped. Schweitzer said, if it is after 10:00 PM, and if she had
advertized, she can take that ride. She added that in the evening, most rides
are for employment purposes. Jones asked if Boji Rides (taxi service) still
operated in Brookings. Schweitzer said the owner had a family conflict and left
Brookings. She did not know if they would be back.
Schweitzer informed the Board that BATA was represented on the
committee that is working with Brookings County Emergency Management.

When/if flooding becomes a problem for the area, BATA will be involved. Forgy
said he had heard that FEMA was looking for office space in the city.
Volunteer Service Bank – Don Boone thanked the Transportation Board for
recommending to the City Council that they fund the VSB during the last budget
process.
Kattelmann announced that there will be a town and gown meeting at
the Swiftel Center on March 23 at 5:00 PM. It will be a meeting of the city and
college leaders. The public is invited to attend.
Item #5 – The subcommittee had not yet met. Their first meeting is scheduled for
March 28. This item will appear on next month’s agenda.
The next meeting will be April 19, 2011.
The meeting was adjourned.
