HomeMy WebLinkAboutTBMinutes_2009_10_201 Transportation Board Brookings, South Dakota October 20, 2009 OFFICIAL MINUTES The Brookings Transportation Board was called to order by Chairperson Robb Rasmussen on Tuesday, October 20, 2009 at 2:00 PM in the City Hall meeting room. Members present were Terrell Spence, Nancy Hartenhoff-Crooks, Michael Forgy, Art Conners, Jeff Weldon, Roger DeGroot, Dean Kattelmann, Jerry Raabe and Rasmussen. Deanna Santema, Rob Jones, Teresa McKnight were absent. Also present were City Clerk Shari Thornes, Community Development Director Mike Struck, Lee Jones and others were also present. Item #2 – (Spence/Conners) Motion to approve the minutes from the September 15, 2009, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Fogy/Raabe) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Rassmussen stated he wanted to add to the agenda a “To Do List” for the Transportation Board. One of the things was to get an annual report done for the City Council. Thornes stated the annual report needs to be done by February 15, 2010. Item #4 – Discussing Bike Share Programs for the Community and SDSU Campus – This item was on the “to do” list for the board to assist the city in an effort to get the community involved with the bike sharing. He mentioned how Sioux Falls was holding meetings, broadcasting them on KSFY and printed articles in the Argus Leader. He thought Mike Struck could help with this project. He felt that public input and a Safe Routes to School Committee are necessary because the next funding deadline for SRTS is March, 2010. Rasmussen also reported they have received additional funding though the SDDOT Safe Routs to School program. Some universities have their own bike share program along with their own bike repair shop. The bikes are hard to maintain because of the vandalism or they disappear. Item #5 – Presentation by Lee Jones from B-cycle on bike sharing – Lee Jones did a presentation of the b-cycle program. In Denver and in Louisville, KY, this program works well. He explained how the system works within the cities with the different drop-offs and pickups for the b-cycle. There are several cities doing a pilot program for b-cycle. Estimated cost is $3,500 per bike. The Kiosk system operates with a credit card. 2 Item #6 – Update on Safe Routes to School Project – Mike Struck gave an update on the Safe Routes to School Project. The first application funding was for signage and painting materials at intersections. DeGroot asked if there was a route designation for the safe routes to school? Struck described the route and DeGroot was provided a map. Struck mentioned the Street Department crew had summer help for painting but priority was given to painting crosswalks, lanes, etc. Signs and supplies are on order for Spring 2010 installation and painting. The SDSU bike route does have the signs installed with painting of the street symbols to be done by SDSU seasonal paint crew in Summer 2010. Hartenhoff-Crooks asked if the bikes which the Police Department picks up could be used for the SRTS program. Rasmussen stated it would be too costly to fix up those bikes. Item #7 –Schedule Next Meeting. The next meeting date is Tuesday, November 17, 2009 at 2:00 PM at City Hall in the first floor meeting Room.
