HomeMy WebLinkAboutTBMinutes_2009_09_151 Transportation Board Brookings, South Dakota September 15, 2009 OFFICIAL MINUTES The Brookings Transportation Board was called to order by Chairperson Robb Rasmussen on Tuesday, September 15, 2009 at 2:00 PM in the City Hall meeting room. Members present were Deanna Santema, Terrell Spence, Nancy Hartenhoff- Crooks, Rob Jones, Michael Forgy, and Rasmussen. Jeff Weldon, Art Conners, Roger DeGroot, Dean Kattelmann, Jerry Raabe and Tyler Luckhurst were absent. City Clerk Shari Thornes was also absent. Brenda Schweitzer-BATA, City Engineer Jackie Lanning, Jim Weiss-SDSU representative and Dave Fiedler - Principal of Camelot Intermediate School and others were also present. Item #2 – (Forgy/Spence) Motion to approve the minutes from the August 18, 2009, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Santema/Hartenhoff-Crooks) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – Update from Dean Kattleman on the status of the bike lanes around the campus area – Jim Wiess, Project Manager gave an update report on the signage at SDSU. There are signs up at the Berge/Bailey parking lot and other places around SDSU. Lanning mentioned the bike route will be stenciled with painting on the pavement and the signage will be green and black. Signage would be installed approximately every three blocks along the sharrow route. Rasmussen asked if it would be beneficial to do a public announcement to announce the sharrow bike routes. Lanning stated a press release with photographs of the sharrow signs would bring public awareness. Hartenhoff-Crooks mentioned to publish it in the Collegian and also on the campus radio. Rasmussen stated on Hobo Day he is hoping there will be 1,000 bikes on the streets and is requesting an e-mail on the sharrow route. Wiess stated the parking lot sign was the major goal to erect. He added that welding the sign was a big concern as the sign could break away from the footing. Santema asked if a map be available showing the SDSU signage for parking. Wiess stated there will be 3 map cases showing the SDSU signage and the buildings will have lettered signs. 2 Teresa McKnight is now in attendance. Item #5 – Update from Jackie Laninng on the Bid letting for the bike trail to Daktronics – Lanning mentioned the DOT bike trail project is moving rather slowly. She stated the bid letting for the bike trail has been delayed and the city is waiting for DOT approval before it is bid. The retaining wall under the tracks may be done this fall or early winter and the board walk may be completed this fall. Grading and building the trail will start next summer. The bike trail starts near 3M and goes under I-29, north along the interstate, east to 32nd Avenue, and then north to the SD Newspaper Association. The bike trail will cross 6th Street at the new signal. Lanning also gave an update on the Camelot School project. At the Traffic Safety Meeting in September, it was decided to install crosswalk signs at 15th Street South and Medary and at 17th Avenue South near the curb ramps. Dave Fielder expressed his concerns over the amount of children crossing the busy streets to get to school. There are currently only 2 stop signs at 15th Street South and 17th Avenue South and he felt there should be 4 stop signs. Lanning mentioned there are regulations to follow in order to meet the traffic warrants by the MUTCD to get 4-way stop signs installed. Lanning mentioned the Police Department may have crossing guards at 15th Street South and 17th Avenue South. Dave asked what does qualify for a traffic warrant - an accident or counting traffic? There are some projects that were supposed to be completed by the time school started and they aren’t completed yet. Santema asked if all 6 warrants had to be met and what they consisted of. Lanning didn’t have the list with her but she mentioned a few of them like a traffic study, accident reports and how many pedestrians there are. Lanning suggested they have a meeting with the Police Chief to discuss all of his concerns. Transportation Board Chairman, along with the consensus of the board, to urge the Street Department to get the signs installed near Camelot school. Rasmussen told the board there was money available for the next round for Safe Routes to School which the deadline is March 21, 2010. Paper work will be starting and he will be working with Mike Struck, Community Development Director to apply for the grant. Struck will be at next month’s meeting for an update. Item #6 – Report from Brenda Schweitzer on the Safe Ride Program on Campus – Brenda Schweitzer said that the Safe Ride Program, which operates Thursday, Friday, and Saturday nights from 10:00 PM - 2:30 AM to provide rides for the college students and the students appreciate this service. She provides the board with a poster dictating the routes of the bus. The Student Association provided a monitor 3 for the bus. There are 22 stops and students can get on and off and they are getting positive feedback for this service. Rasmussen asked if there was a cost for these students to ride. There is not – the students show their Student ID’s. Item #7 –Schedule Next Meeting. The next meeting date is Tuesday, October 20, 2009 at 2:00 PM at City Hall in the first floor meeting Room.
