HomeMy WebLinkAboutTBMinutes_2009_04_21 1 Transportation Board Brookings, South Dakota April 21, 2009 OFFICIAL MINUTES The Brookings Transportation Board was called to order by Chairperson Robb Rasmussen on Tuesday, April 21, 2009 at 2:00 PM in the City Hall meeting room. Members present were Jerry Raabe, Dean Kattelmann, Deanna Santema, Teresa McKnight and Jeff Weldon arrived later. Art Conners, Terrell Spence, Nancy Hartenhoff-Crooks, Roger DeGroot and Rob Jones, Michael Forgy, and Tyler Luckhurst were absent. City Engineer Jackie Lanning, Community Development Director Mike Struck, City Clerk Shari Thornes and others were also present. Item #2 – The committee discussed the minutes from the March 17, 2009, meeting. There was no vote because there was not a quorum. Item #3 – The committee had no additions to the agenda. There was no vote because there was not a quorum. Item #4 – Overview of Safe Routes to School Application Submitted to state DOT- Robb Rasmussen stated they received the funding for $93,000 for the Phase I SRTS Project. Mike Struck described the SRTS Phase II plan. Struck mentioned he met with a joint school/city selection committee to develop a list of non-infrastructure and infrastructure items for the grant application. Non-infrastructure items proposed are 60 bikes – 30 bikes for Camelot School and 30 bikes for Mickelson Middle School and 2 adaptive bikes. Infrastructure proposed would be solar powered Freikometers to hang on school posts, and put RFID tags on bikers’ helmets. For the walkers, the tags could be attached to the child’s backpacks. This project will propose $4,000 the first year and $2,000 the year after for the Freikometers. After the second year, the city would need to come up with funding to continue this project. There is also a need for additional bike signage. Approval for the SRTS grant will be in September or October. Item #5 – Bike Lanes for Brookings – discussion of sharrows and lanes; plans for closing Parking on some Streets – Mike Struck updated the committee on the SDSU Bike Route Plan. The proposed bike route is located on 3rd Avenue, 11th Street, Medary Avenue and 8th Street. Struck also mentioned the possibility of making 12th and 13th Avenues into one- way streets. Struck stated the Traffic Safety Committee approved the sharrow designation. The Traffic Safety committee did not recommend “one way” streets for 2 Transportation Board Brookings, South Dakota April 21, 2009 12thAvenue and 13th Avenue but instead, they voted to propose “No parking”. Kalttelman would like to leave parking as is by the Arts Museum. Lanning mentioned the 2009 project would stripe or sign some of the streets voted on by the council. She also mentioned a future bike trail project with an 8’ bridge for the bike/pedestrian path to cross over the interstate. The SDSU Bike Route plan would get the final approval on Tuesday, April 28th at the City Council meeting. Item #6 – Update from BATA Teresa McKnight presented a BATA update since Brenda was out of town. BATA is still looking for a location for their building. They need 2.5 million dollars for the project and they are not sure if the stimulus package will be available if they wait too long. BATA is looking at building a transit center to serve the city or a multi-purpose transit. BATA needs matching funds from the county for the project. Santema stated the County Commissioners had tabled the BATA issue for 8 weeks. Brookings County offered to purchase the present BATA building but the commissioners have been discussing the issues. She was not sure how much the county can contribute for funding. A survey was taken within the City of Brookings for all types of transportation and it showed only 2% took the bus transport and 1/3 of the residents don’t drive. Item #7 – SDSU Wayfinding Signage Jim Weise from SDSU presented the signage plan for the campus. Included with the plan are gateway signs, signs along I-29 and signs in the public right of way and within campus property. Weise will present the plan to the City Council on April 28th. SDSU would follow the MUTCD signage requirements as the city ordinance requires. Jim Weise stated the gateway needed to be a budgetary item or donations needed to be solicited for the gateway. Weise stated the signs would be user friendly. An internal campus wayfinding map is being developed and will include a city map. The maps will be 11 x 17 in size. Kattelmann added next fall they plan to start the signage. Weise commented there was no funding for the gateway signs so they will not be installed at this time. 3 Transportation Board Brookings, South Dakota April 21, 2009 Item #8 – Next Big Item for the Transportation Board T. McKnight felt the board should support the BATA issue and would like the board to be informed of the BATA progress. She felt that it is important for the city/county to support and , we should invest in the future with BATA by getting a transit center accomplished. R. Rasmussen stated that getting the word out for BATA and working with BATA finding a location was a big item for the board to work on, and the second item would be the funding for Wayfinding signage. J. Weldon stated after the final budget report was completed, action steps should be implemented for different items. Item #9 Schedule Next Meeting The next schedule meeting for the Transportation Board will be Tuesday, May 19, at 2:00 at City Hall Meeting Room.
