HomeMy WebLinkAboutTBMinutes_2009_03_17Transportation Board Brookings, South Dakota March 17, 2009 OFFICIAL MINUTES The Brookings Transportation Board was called to order by Chairperson Robb Rasmussen on Tuesday, March 17, 2009 at 2:00 PM in the City Hall meeting room. Members present were Art Conners, Terrell Spence, Nancy Hartenhoff-Crooks, Jerry Raabe, Dean Kattelmann, Roger DeGroot and Rob Jones. Teresa McKnight, Michael Forgy, Tyler Luckhurst, Jeff Weldon and Deanna Santema were absent. City Engineer Jackie Lanning, Community Development Director Mike Struck and others were also present. Item #2 – (Conners/Spurrell) Motion to approve the minutes from the February 17, 2009, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Conners/Raabe) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – Update on the Safe Routes to School Application- Robb Rasmussen stated for the approved $93,000 for the Phase I Project, the plan was criticized for not having the whole community involved. A middle section of the city was not involved with the safe routes to school Phase I and he would like the City Council’s approval for applying for funds for this project for funds for this project. This area is only 2 miles from Middle School. The SRTS grant application deadline is in April. Lanning mentioned there will be a June letting for a new bike path project which runs from 3M to the north and crosses 6th Street at 32nd Avenue, then running north, which will be more of a recreational trail. Kattleman asked if the bike path would be 4’ or 5’ wide for the SDSU Bike Route? Lanning stated the lane would be 4’ minimum width. Kattlemen also inquired about having a one-way street on 12th and 13th Avenues north of Sixth Street. Sherry Rasmussen reported on a bike education program that is being held May 11- 15th and handed out some brochures regarding the events each day of the week. She also handed out brochures on RFD chips which keeps track of a child to and from school called a FREIKOMETER . Rasmussen would like to apply for funding for each elementary school to have these meters because there is grant money available for FreiKometer for 4 or more years. Rasmussen was concerned about the time line for the grantand felt there was a tremendous amount of items to get funding for and not everyone may agree on the items for funding. M. Struck mentioned the Phase I SDSU Bike Route Plan has been planned. Phase II may include 8th Street from Western to 20th Street, 12th Avenue from 8th Street to 3rd street, 20th Avenue from 8th Street to 3rd Street and 3rd Street from 20th Avenue to 12th Avenue. They will be submitting a more detailed plan to the City Council on the April 7th meeting and the deadline for the application is the 8th . It would be postmark the 8th. Rasmussen asked to be involved with the re-submitting of the application. Rasmussen went briefly over the Cyclist 6 E’s. Equality, Engineering, Enforcement, Education, Evaluation and Encouragement. Item #5 – Update from BATA – Brenda Schweitzer - Brenda distributed some handouts on statistics on the BATA rider ship and trying to meet these demands. Rider ship is already up by 32 % over from last year-year to date. She stated the different hours, drivers – full & part time, dispatchers, administrative staff and vehicles. There has been an increased interest for transportation to Sioux Falls, Volga, Arlington and Aurora and increased demand for late night shift work employment transportation. Future goals for 2009 – 2010 will include 24/7operation. Kattleman asked if the 24/7 could include a shift for the 10:00pm custodial workers at SDSU. Brenda answered it could include shifts for custodial workers or events at the Swiftel Center. Brenda recapped the building project. Relocation of the building is a big factor for this building project to receive funding for. Bata is outgrowing their facility faster than planned and the need is outgrowing their services. Bata saw a tremendous increase in ridership when the price of gas went up to $4.00/gal. Nancy briefly went over the subcommittee action plan to see if there was any update on their plan. There were none. Item # 6 – Update from Chris Daugaard on bike Lanes – City Officials and Chris have met with each other on the bike lanes project. Chris will present his bike traffic plan Transportation Board Brookings, South Dakota March 17, 2009 to the City Council Tuesday, March 24 at 5:00 during their work session. He is no longer on the bike lane committee as there is a new student council president. Item #7 – Next meeting – The next meeting of the Transportation Board will be held on Tuesday, April 21, 2009 in the City Hall meeting room.
