Baker called the meeting to order at 6:00 p.m.
EDUCATION
VanderWal, the Brookings Health System Dietician, gave an overview of the Dietary and Nutrition
Services. Meals are served daily at the hospital, nursing home, Brookhaven and Meals on Wheels. A
new Healthy Living diet menu is implemented at The Neighborhoods at Brookview and they are also
working towards executing a new barcode system that works with programs such as Fitbit and
MyFitnessPal that tie to any Smartphone. The cafeteria has been newly renovated, and offers discounts to
employees, Meals on Wheels drivers, fathers of new babies, and a few others. All food is homemade and
made fresh from scratch daily. Caterings (mostly internal, but also external) include: Meals on Wheels,
baby’s first birthday cake and floor stocks. They also provide foodservice at the NBV, where there is one
main kitchen and three galley kitchens. There were 195,754 meals served in 2012 at our cafeteria. To be a
Dietician you are required to have a four year bachelor’s degree, a one year internship, pass the RD exam,
and keep up with ongoing licensure requirements. All of Katy’s patients are taken on a referral only basis.
She is the only Dietician in town who submits to insurance, so this is a great benefit and incentive to bring
people here. Her newest program is the Let’s Go, 5210 program where she offers classes at the Boys and
Girls Club and individual lessons as well. These are offered free of charge due to donations from the BHS
Foundation.

INFORMATIONAL ITEMS
Merkley made note of three articles of interest. There was an article on Day One of the Patient Protection
and Affordable Care Act that explained a little of what to expect for healthcare reform. Another article
was on Robotics. This article was a great justification as to some of the reasons we purchased our robot.
The last article spoke about relationships with student health centers and the success to be had in those
areas like we may be able to provide to SDSU in our future.
REPORTS
Operational
CEO Report
Merkley noted some updated numbers on the employee Foundation Team and United Way campaigns; we
have now raised over $7,100 dollars with a 19% participation rate. All staff who donated last year and
elect to keep their donation in 2014 will be added in to the totals at the end of the campaign. He also
passed around a thank you received from the SDSU athletic scholarship recipient. Avera Medical Group
Brookings has offered the Clinic Administration position to Mary Derby to replace Pat Waligoske. She is
currently the Sanford clinic manager in Sheldon, IA, and has a vast amount of experience in various areas.
BHS is also reviewing insurance options for 2014 in an effort to potentially reduce cost and offer more
options to employees.
CFO Report
VanMeveren noted we had a good month financially for September. Income from operations was over the
budgeted amount and we received reimbursement from the Foundation as part of the building project at
the Neighborhoods. September marked the highest single-month for outpatient surgeries since December
2012 with 165 surgeries.

CNO Report
Hillestad noted the criteria for disaster funding we receive from the government is being decreased, so we
will be working on ways to continue doing more with fewer dollars. Lynne Kaufmann, Home Health
Director, has been asked to serve on the SD Medicaid Advisory Committee. Pharmacy had their annual
survey by the SD Board of Pharmacy and was found to be in compliance. Our employee/family flu shot
campaign is underway.
Board
Building Committee:
The Building Committee met on October 15, 2013. A list of items purchased from the “Make This House
a Home” Foundation campaign was presented to the committee. There were no action items.
Finance Committee:
The Finance Committee met October 23, 2013. The committee reviewed the payables, adjustments and
financials for September. There were two action items.
The committee recommended approval of the proposed capital budget for 2014. Sell seconded the motion.

off to a great start and has already performed numerous surgeries at Brookings Health System. There

Demolition of Skilled Nursing Facility Brookview Manor & Remodel
Merkley stated the demolition and remodel are still on track and slated for completion November 21. The
Foundation is discussing hosting their end of the year event in the new Specialty Outreach Clinic.

Preliminary Debt Report
Merkley attended the City Council meeting where they discussed the Preliminary Debt Report. Toby
Morris presented the report to the councilors and did a good job educating the Council and public on the
City’s debt and forecasted outlook in the future.
STRATEGIC DISCUSSION
Strategic Planning
The five pillar leaders (Finance: Heather VanMeveren, Growth: Jason Merkley, People: September
Bessler-absent, Quality: Tammy Fraser and Service: Tammy Hillestad) reported on progress and
accomplishments made towards the key activities set for the three year strategic plan. The board discussed
seeing updates on the measurable Strategic Objectives twice a year: at the end of the second and fourth
quarters.
Finance update: VanMeveren updated the board on the operating revenues project; we have received
many proposals and are now meeting with various consultants to see what they have to offer. SDAHO has
put out a new productivity tool that BHS is going to start taking advantage of and this involves
productivity and benchmarking data.
Growth update: Merkley explained we are looking at occupation health and have expanded our health fair
screening programs we offer to employers. We are also gearing up to kickoff our new marketing
campaign. At the moment, we are focusing on the positives, promoting quality and continuing to look for
new ways to market BHS. We are also investigating the possibility of developing a hospitalist program.
People update: Merkley stated we are currently evaluating additional options for employee benefits and
have done a market comparison on our pay scales. The Events Committee has also been working on
related items to maintain our culture and morale within the health system. Turnover rate for hospital is
trending higher, but we are researching avenues to bring this back down.
Quality update: Fraser noted we entered into the Community Care Transition Coalition about nine months
ago on a volunteer basis. There is a community group, a clinic subcommittee, and three internal hospital
committees working on this. The discharge binder was rolled out on 10/15/13. We have also been
working hard this year with physicians to promote ways to help them improve necessary documentation.
The readmissions program is well below the national average; we have the second lowest readmission
rate in SD.

Service update: Hillestad noted this pillar focuses on customer service and how we perform. One of our
top focuses is taking care of our employees, and the Focus on the Positives campaign has been showing
success stories to make employees feel good about their accomplishments. In FY13 BHS performed
better than both state and nationally in HCAHPS and YBP. We’ve also been doing patient and employee
rounding and this has shown great results.
