The remainder of the meeting would follow the agenda. Informational Items Information items contained the Nursing Home Department of Health Survey which occurred in January 2011. The plans of correction were accepted as amended with substantial compliance achieved by February 24, 2011. Official documentation was received from the Centers for Medicare & Medicaid Services (CMS) on January 28, 2011granting Brookings Health System Arlington Medical Center provider-based. A half-day Department Managers Retreat was held. CFO Report: Timpe summarized the January financials. He noted for January the organization exceeded the budgeted corporate profit by $4,391. Six of the 8 divisions made a profit. Contractuals were 4 of 7 down at 38.8% versus budget of 39.4% which attributed to the positive bottom line. Baker questioned why purchased services were under. Coffey noted in December the purchased services category was over, noting the timing of the transactions being paid. Total cash expenditures for January totaled $2,605,714.14. CNO Report: Hillestad, Chief Nursing Officer, updated the Board on happenings in the nursing area for February. An implementation plan is underway for the Meditech 5.6 upgrade. A go-live date of June 8, 2011 has been set. Skylar Stinkey joins the therapy team as an Occupational Therapist. A number of staff has participated in educational programs on the implications of the Value Based Purchasing program. Board Finance Committee: Wicks presented the Finance Committee report. The committee met on February 17, 2011. The committee recommended approval of the Charity Care Policy (see New Business). There was concern from the committee over the misperception regarding insurance plans and Brookings Health System not accepting particular plans. Coffey will meet with local schools to address any confusion there is. BHS Foundation: A draft copy of the agenda for the March 8th meeting with the BHS Foundation Board and Board of Trustees. The consultant from Hillary Lyons, Shari Birkeland will also be present. New Business SDSU Athletic Department Justin Sell from the SDSU Athletic Department presented the 2025 Master Plan for Athletic Facilities. The Plan speaks of the vision for physical transformation of the campus by 2025. The Plan emphasizes a framework that celebrates the university’s land-grant mission and heritage; promotes a partnership with the city of Brookings; sets a standard for the quality of spaces within the campus; embraces a unique identity; creates a user-friendly campus; establishes an environment that nurtures interaction and communication. Sell noted the plan will be presented to the Board of Regents at their meeting in April. If approved the next steps would be for the architect firm to determine the needs and costs. Funding would come from donations. The information gathered would then be presented to the Board of Regents at their October meeting. McKnight asked how does SDSU and Brookings Health System come together to do what is best for the community. Sell noted there are a lot of unknowns at this point-in-time. He also noted the president of SDSU has been more heavily involved in the campaign than he has. Sell was 6 of 7 excused at 6:43 p.m. The Board members all agreed that a group composed of members from Brookings Health System and others in the community to meet to discuss futher the presentation by Sell. Charity Care Policy 8211-19 with Application Proposed changes to the Charity Care Policy 8211-19 and the Request for Charity Care Application were reviewed. The Finance Committee recommended approval of the Policy. A motion by Whaley to have any charity write-off over $15,000 to be brought to the board for their review. Wicks seconded the motion. Motion carried. Interest Return from City Jones indicated he and Wicks will be meeting with Rita Thompson, finance manager from the City regarding interest. Wicks, III Unfinished Business Construction Update Coffey summarized the dollars spent thus far on the ED/Lab remodel. The overall budget continues to be under the maximum dollars the Board approved of $4,332,862. Coffey noted some areas have gone over budget (construction), but other areas have been under budget (equipment). Baker felt the numbers appear to be misleading and that all categories should be within their budgeted amounts. McKnight noted a project manager would look at the bottom line of the entire project. An April 1st completion date is still slated for the ED/Lab remodel. VA Nursing Home Update Wagner recapped the February 1st meeting and his recommendation for the site location for the new nursing home. He noted the cost would depend upon the amenities of the, but provided a ballpark estimate of $5.4 million to $12.3 million. If Brookings is the chosen site for the VA nursing home the additional cost would be between $4.9 and $5.5 million. Demolition costs of the current nursing would need to factor in asbestos abatement. The Request for Proposals to hire an architect has been sent out by NEXT, Inc. to 8 firms and all 8 have expressed an interest. Actual proposals are due on March 9th the Strategic Planning Committee will review the top qualified group. The Strategic Planning Committee will then bring a recommendation forth to the full Board at their March 24th meeting. The four types of delivery systems were reviewed. A motion by Wicks to create a subcommittee to bring forth a recommendation as to what delivery system should be used for the nursing home project. All voted in favor of the motion except Jones. Motion carried. Sub-committee members are: Sandra Faltemier, Rob Jones and Teresa McKnight.
