Mike will be Julie Whaley’s replacement and John will replace Jael Trieb. Introductions were made. Thompson, Environmental Services Manager, was present to provide status updates on the sprinkler system at the nursing home, second water line and repair from the snow damage at Brookhaven Estates. Banner Associates recommended PE Group, a consultant from Parker, SD to assist in the development of the RFP bid information for BVM. Currently negotiating PE Group’s fees. As was noted in previous meetings, two of the three nursing home wings currently have a dry system. These two wings need replacement. PE Group is recommending going to a wet system. Thompson noted he has been in contact with the Department of Health regarding the timeline. It is possible we might be granted up to two years if BHS provides a building plan of a new building, if that is a viable option. Thompson noted the location of the second water line has been evaluated by engineers from HGA. The engineers have determined that the water line, as originally proposed, will work. Thompson went on to note the roof leak and water damage repaid at Brookhaven Estates is almost complete. Intek has performed the air quality test and provided an assurance to BHS. All that remains is sheetrock to be replaced and walls painted. It was determined that due to snow and winds an ice dam developed. Recommendation was to increase air circulation and limit vinyl wall coverings. Thompson was excused at 6:33 p.m. Committee Reports Finance Committee: Wicks presented the Finance Committee report. The committee met on July 20, 2010. Action items are presented in the consent agenda. QI/Personnel Committee: Did not meet. Executive Committee: 2 of 6 The Executive Committee has met to discuss provider based status with Avera Brookings Medical Clinic. There will be a fact finding meeting scheduled in August for the entire Board. Three Board members, Jones, Schroeder, Wicks, attended the 24th Annual Trustee Conference in Alexandria, MN. Wicks noted one seminar, managed care and the impact to healthcare, stood out as possible future focus for the Board. Informational Items It was noted in the City Council Packet for July 27th the City Council and Board of Trustees will meet Thursday, September 23rd from 5:00 – 7:00 p.m. Clarification will be obtained if the location will be at City Hall or at the hospital. The intent is for the two entities to meet bi- annually to keep the lines of communication open. The Strategic Planning Retreat is planned for October 15 and 16 (Friday and Saturday). Motion carried. 5 of 6 Unfinished Business Construction Update Oberg noted one of the five phases has been split into two phases making the total number of phases 6. Phase 2 is nearing completion. Equipment will be moved in around August 16 and the punch list reviewed August 23. Doors to the new area of the ED will open on or about August 30. The third through the sixth phase is internal remodeling of the existing ED and Laboratory areas. Marketing is planned for the completion of phase two. Support Service Building As discussed previously, two plan options were presented for the support service building. Plan A would house the Ambulance, Home Health and Hospice and is 9,000 square feet and Plan B is 11,100 square feet and would be home to Ambulance, Home Health, Hospice and retail for durable medical equipment. Cost estimates thus far are $880,000 and $1,150,000 respectively. Plan B is no longer an option since the additional 35 feet of land is not available. There was discussion about what is the best utilization for the building. Oberg noted the durable medical equipment joint venture is close to being finalized. Spiritual Care Program Hillestad noted the job description is finalized and a program is being developed. The position would provide support to inpatients, outpatients, long-term care, emergency department, families and employees. Hillestad noted Pastor Gehant has been a great resource during the process. Reports CEO Report Oberg noted the GPO (group purchasing organization) analysis has been completed. BHS will stay with the current vendor, Amerinet. A 10-point plan will be implemented between now and the end of the year to see if we want to continue with or move to another GPO vendor. A letter has been sent from Attorney Rich Helsper to The Lewin Group regarding the terms of the contractual agreement. Orthopaedic Consultants start seeing patients August 9th. Marketing promotions are underway to let the public know of their presence in the community. CFO Report Coffey summarized the June financials. The corporation as a whole reported a gain of $156,844. Coffey pointed out that net patient/resident revenues were lower than budget ($354,177), so too were salary and benefit expenses by $272,625. Total expenses for June of $2,480,373.95. Payroll and benefit expenses (excluding MRI and YEC) for June were $1,251,252. The charity write off for June was $40,316 with the cumulative total for the year of $114,525, compared to calendar year 2009’s total of $303,063. There was good dialogue. Dr. Jerstad will be joining the team of physicians in the Emergency Department in October. He is currently a physician at the Heart Hospital in Sioux Falls. New patient beds have arrived and are being placed in patient rooms. The old beds will be placed on the city surplus sale. Brookview Manor Johnson briefed the Board on the transition of Minimum Data Set (MDS) 2.0 to MDS 3.0. The MDS is part of the federally mandated process for clinical assessment of all residents in Medicare or Medicaid certified nursing homes. MDS information is transmitted electronically to the State’s database and captured into the national MDS database at CMS. Johnson noted overall the new process will be improved with more accurate information available. The new internal communications system that is being installed will be beneficial to everyone. The noise level will be reduced, providing a better environment for the residents. Foundation Hartneck talked about the Fall 2010 Special Event scheduled for Friday, September 10th. The event will be a Sporting Clays Fun Shoot and Sportsmen’s BBQ: Targeting Eradication of Childhood Obesity. Funds raised shall go towards offering first visit free of charge to families in the Brookings region who may not otherwise afford the out-of-pocket costs of a Registered Dietician consultation.
