A motion made by Evers to approve the consent agenda items. Corbett seconded the motion. Motion carried.
Jones recommended moving item 7 after item 5 to accommodate architect’s schedule.
Reading and Information
Department of Legislative Audit. Review and acceptance of the audit report for the year ended December 31, 2007
from the Department of Legislative Audit.
Brookings Health System has been selected to participate in the Rural Community Hospital Demonstration Program.
The program is designed to provide cost based reimbursement to inpatients. Additionally, purpose of this program
is to enhance rural health care by helping the middle-sized hospital maintain its existing services, improve quality
and expand its services to rural service areas Coffey noted the ENUFF model will be recalculated to see the impact
of the program. A motion by Little to accept the program. Faltemier seconded the motion. Motion carried.
Several trustees indicated an interest in attending the Minnesota Trustee Conference in July.

CEO Report
Zirpel presented a dashboard for patient satisfaction results. She noted BHS obtained a Press Ganey mean score of
85.9 for inpatient services. Although this is a respectable score, there is a lot of work to accomplish to meet the
boards goal of a 95 percentile ranking. Zirpel noted there are two performance improvement projects going on:
“It’s OK to Ask” and Room Service Menu. The goal of “It’s OK to Ask” is to address patient safety and open the
dialogue between the caregiver and patient. Zirpel noted there will be four areas of focus with this project
throughout the remainder of the year. The second PI project was presented by Livingston, Dining Service Manager.
Brookings Health System has implemented room service dining. The new room-service menu principally allows the
customer to choose what they want to eat and when they want to eat, based on their physician’s dietary orders. This
project was a good example of interdepartmental teamwork. Livingston noted Press Ganey mean scores have
increased 13 points for courtesy of staff and 8 points for quality of food..
Carda updated the group on the Director of IT. He anticipates this position to be filled by August 1st. He also noted
the director of nursing position has received several applications and review of applications, as well as interviews,
will begin soon.
Meditech continues to be a priority throughout the hospital and the nursing home is the next in line with a go live
date of November 1st. Central Scheduling is “live” and process enhancement is occurring. There continues to be
some issues with phone system.
CFO Report
Financials for the month were presented. Coffey noted the transition of billing for doctors in the emergency
department has caused a lag in revenue. It was also noted overall expenses are higher attributing the increase of an
employee paid benefit, sick time, which has almost doubled from a year ago at the same time. Overtime is also
high; some of this increase is due in part to the implementation of Meditech. Finally, Coffey noted there is one item
on the action plan from the 2007 audit that will not be resolved within the timeline noted, the check sequence and
checking numbering. He is working with the bank and the computer company to resolve the issue. Total
organizational expenses for May were $2,478,201.69. Payroll and benefit expenses (excluding MRI) for May were
$1,436,781.

Campus Master Planning
Rysavy from Banner Associates reviewed in detail the proposed contract between Brookings Health System and his
firm. There were two separate proposals. The hospital proposal, Banner would be joined with HGA, a firm that
specializes in healthcare planning. Rysavy outlined the percent time and services each firm would be responsible
for as well as the timeline and the method of delivery. For the nursing home project, Banner proposed doing the
entire project. Rysavy noted the timeline is aggressive but his firm is up to the challenge. Additionally, Rysavy

Committee Reports
QI/Personnel Committee – No action items.
Finance Committee – No action items.
Strategic Planning Committee – Little brought up a concern about board policy relating to the board
president’s decision to move the meeting with the city council to July and also expressed the Executive Committee
should not overstep the intent of the board in its decision to not create a building committee. Jones provided a
history of the committee formation as to the way the by-laws currently reflect the structure. A motion by Little to
set up a specific committee to work on the building project. Baker seconded the motion. After a lengthy discussion
the vote was called, seven ayes and 2 nays’ seven nays’ and 2 ayes, motion defeated. Another motion was made by
Evers, to assign a task to the Finance Committee to oversee the contract development between BHS and the
architect. Faltemier seconded the motion. Motion carried.
New Business
A request from Brookings Area Transit Authority (BATA) for $7,000 to help purchase an ADA van. A motion by
Corbett that a donation of $7,000 be given to BATA. Evers seconded the motion. Motion carried.
