A preview of the Summer 2008 “Inspiring Health” Community Newsletter. This newsletter is
produced quarterly and will be sent to homes throughout Brookings County.
Proclamation from Mayor Munsterman recognizing the Brookings Health System Hospice
Volunteers for their service to the Brookings Community and surrounding areas. May 19, 2008
being proclaimed Brookings Hospice Volunteer Day.
CEO Report.
Approximately 20 applications have been received for the Director of Information Technology.
Screening for this position will begin next week. This is an important position at this time in the
organizations technological development and install of Meditech. As a result, priority has been
placed on this search. Advertisements for the Chief Nursing Officer position will be broadcast in
the month of June 2008. The new phone system continues to have intermittent problems.
Additionally, “Meals on Demand” has been implemented for hospital inpatients. Further details
will be brought forth in June.
CFO REPORT.
March and April finances were reviewed. Coffey noted non-income of $136,000 was received
the majority of these dollars were for a Pandemic Grant that was awarded from the State of SD.
It was noted that both Brookhaven and Brookview Manor have openings. Total organizational
expenses for April were $2,422,455.67. Payroll and benefit expenses for April were $1,097,762.

Committee Reports.
QI/Personnel Committee – Director of Emergency Department, Weber, spoke regarding the
project “Operation Open the Window”. Weber outlined in detail the department’s plan to
improve both the efficiency and the effectiveness of the EDs operational environment. Weber
also discussed the EDs desire to improve its customer satisfaction scores and the plan to achieve
this objective. Zirpel, Performance Improvement Director, updated the members on the rapid
cycle improvements that are happening. These improvements are a result of the feedback
received from the Press Ganey survey.
Finance Committee – The Finance Committee discussed and is recommending, to the Board of
Trustees, reallocation of capital expenditures. In particular, the committee is recommending
reallocation of dollars from the purchase of an ambulance chassis to the purchase of a quick
responder vehicle. Motion carried. Jones, a member of the City’s Transportation Committee,
indicated that BATA has grant dollars available for the purchase of a van. This topic will be
brought to the June Finance Committee for discussion.
Strategic Planning Committee – Discussed four possible construction scenarios and phasing for
each option. Discussion was deferred until unfinished business.

Executive Committee – Did not meet.
Unfinished Business.
Memorandum of Agreement – The QI/Personnel committee discussed and recommends that the
Board of Trustees approve a memorandum of agreement to establish the Brookings Health
System Professions Scholarship in Athletics at South Dakota State University. Several criteria
for awarding the scholarship were discussed including: GPA, major and community service.
Additionally, the finance committee reviewed the impact a one-time disbursement would create
on the budget. The finance committee approved a 1-time disbursement. In all, the Board of
Trustees approved the memorandum of agreement and the impact to FY 2008 budget. Motion
carried.
Master Campus Planning – The Strategic Planning Committee evaluated four possible options
and brought forth a recommendation to approve option B. The four options were reviewed.
Option D is the most fiscally conservative option and option B would be the least disruptive. All
four options are phase able. Timelines for options B and D were discussed. A question was
asked if the timetable could be moved up. Further discussion will be held with Banner to review
timelines. A motion by Little to move forward with Option B. Johnston seconded the motion.
Motion carried.
Additionally, members of the City Council will be invited to the June meeting to discuss option B
in further detail.
A motion by Little to move into executive session based on SDCL 1-25-2.4. Evers seconded the
motion. Motion carried. Executive session 9:20 p.m. Executive session ended at 9:32 p.m.
A motion by Evers to identify a project manager and a design firm for the hospital and long term
care facilities. Jones seconded the motion. Motion carried. The Executive Committee will
decide if a building task force is needed.
New Business.
Long Term Care Response to Survey by SD Department of Health – Ferguson, Long Term Care
Division Director discussed the annual department of health survey results. Ferguson noted there
were no “quality of care” tags issued; but one tag surrounding dietary and several minor issues
with respect to physical plant issues/tags were cited. A plan of correction has been developed and
implemented. Lastly, the Plan of Correction has been sent for final review to the state of SD.
