Report Total: $959,630.16 A motion made by Evers to approve the consent agenda items. Faltemier seconded the motion. Motion carried. Reading and Information. An updated Board of Trustee Committee Scheduled was included in the board packet. CEO Report. Carda provided an update on phase one of the Meditech software conversions citing one outstanding problem in one of servers. Phase two has started with implementation of 12 modules to be functional in the next 6 months. Cutover to the new phone system occurred on 02/15/08. The conversion has not gone smoothly and Swiftel staff is working on resolving the instability of the phone system. CMS is expanding the RCH demonstration project. This project is in year two of a five-year pilot program. Brookings Health System will submit an application for consideration to participate in the project. A quarterly physician newsletter is being developed. CFO Report. January cash flow summary was presented along with a statistical report. Coffey noted over the next several months data integrity will be monitored to ensure accurate reporting of numbers. Coffey also noted the auditors would be here in March. Total organizational expenses for February were $2,041,988.96. Payroll and benefit expenses for the month were $959,578.17. QI/Personnel Committee See discussion under new business. Strategic Planning Committee See discussion under old business. Finance Committee The committee reviewed the financial assumptions that Coffey developed using the ENUFF Model to project operational cash flow during construction. Costs for a 60 and 80-bed nursing home were reviewed. Executive Committee Olson noted Jones was asked by Mayor Munsterman to serve on the Transportation Board. Unfinished Business. Campus Master Planning At the January meeting, a motion was made by Corbett to have the CEO explore options that may be available relative to the nursing home. Faltemier seconded the motion. After much discussion, a motion by Little to table the motion for one month in order for the Finance Committee to work with the CFO on modeling the finances and bring back to the Board for discussion. Carda provided a construction timetable, encompassing three of the five phases; total project costs of the three phases which included A&E fees, FF&E fees, soft costs and future cost of money, and an operational cash flow model. A motion made by Johnston to vote on the motion. Evers seconded the motion. After a lengthy discussion, Johnston requested the motion be removed for one more month in order for the strategic planning committee to re-review construction options. Evers seconded the motion. New Business. Quality Assessment & Performance Improvement Plan Zirpel presented the Quality Assessment and Performance Improvement Plan (QAPI). The QAPI plan for FY2008 addresses quality of care in three principle areas: clinical care, customer care and safe care. The plan involves all BHS facilities, departments and services including contracted services. The Quality Council structure supports the QAPI activity. Four levels of process improvement are utilized: strategic initiative, PI projects, rapid cycle and single occurrence. Summaries and dashboard results are reported to the Board of Trustees on a quarterly basis. The effectiveness of the QAPI plan is evaluated on an annual basis. A discussion regarding performance indicators was held. The board, after discussion, approved the plan with 0 or 100% levels of compliance to be achieved. The overall goal is to drive improvement within the organization. Additionally, Press Ganey scores and reporting were discussed at length. Executive Session – SDCL 1-24-2.4 Johnston was excused. At 9:43, the committee went into executive session. At 10:07, the committee came out of executive session. A motion by Faltemier to have the Finance Committee review the feasibility of the PACS relative to community collaborating. Jones seconded the motion.
