HomeMy WebLinkAboutDisMinutes_2013_12_201 Brookings Committee for People who have Disabilities December 20, 2013 A meeting of the Brookings Committee for People who have Disabilities was held at 2:00 p.m. on Friday, December 20, 2013 in the Brookings City & County Government Center with the following members present: Shawn Minor, Geoffrey Graff, Nadine Gjerde, Sylvia Buboltz, Jessie Kuechenmeister, Nancy Hartenhoff-Crooks and Alan Davis. Lonnie Bayer, Dave Miller, Kathy Heylens and Matt Simet were absent. Shari Thornes was also present. Kuechenmeister called the meeting to order at 2:00 p.m. The agenda was adopted. The November minutes were approved. Next meeting – Friday, January 24th @ 2 p.m. New School Preliminary Plans. The Committee reviewed two revised accessible parking options from the architect: Option A: • The number of accessible spaces was reduced to four within each parking lot. • One item to note regarding this option; the concern for having to cross the street is not very relevant within this situation since there will be traffic guards at the cross-walks during drop- off and pick-up times. • The architect thinks the overall distance from the front door is actually the concern and not having to cross the street. Option B: • This option provides for additional parking on the same side of the street in the location initially suggested by the Committee. • If this option is provided, the architects are not in agreement with also providing the accessible curb drop-off area shown in Option A. Their opinion as a design team is that it is one or the other; not both. The reason is that the amount of parent drop-off curb is already limited. Providing two accessible parking locations along this curb reduces the drop-off curb length too much; (+/- 100'). With this option they also suggest reducing the amount of accessible parking within each lot to two spaces for a total of eight provided on the site. Eight parking spaces is required per the 2009 International Building Code. • Along the west parking lot, they do not suggest providing parking on same side of the street. It is never a safe situation to mix bus traffic with parent parking. The Committee unanimously preferred Option A; however, strongly recommended the installation of a light to push since crossing guards would not be present for after hours events. A Playground Design Committee is scheduled for January 9th @ 3:45 p.m. Miller will attend and Kuechenmeister is back-up. Brookings Nursing Home Parking Lot Revised Plan. Tim Fonder, Banner Associates, met the Committee in November regarding the Brookings Hospital’s plan to resurface a parking lot. However, none of the new accessible parking spaces access aisle had curb ramps that connected to the sidewalk and he was asked to present a revised design at the December meeting. 2 Fonder submitted a new design that relocated all accessible parking spaces adjacent to the sidewalk with access aisles and connecting curb ramps. The Committee recommended installing vertical signage in the access aisles to prevent people from parking. They also recommended realigning the parking spaces to create a van access aisle on the east end. Nature Park – Phase 6. Pete Colson, Park & Recreation Director, provided an overview of this last phase which includes shade structures, two vault toilets, a pavilion, and picnic shelters. The project is scheduled to bid this spring. No questions or concerns were raised. Play Surface Article. Geoff Ames provided a shortened abstract of his previous article for Committee review. Thornes will ask Pete Colson to read it and provide his suggestions. Durable Medical Equipment Promotion. Kuechenmeister reported that the Leadership Brookings Class contacted the Committee for group project ideas. Sorting, inventorying and creating a database and marketing the durable medical equipment was suggested to them as a project. She will check to see if a decision was made. Additional discussion on the project was tabled until Miller could be present. Public Education Subcommittee Report. Gjerde said the subcommittee has distributed ADA Center informational materials to various daycares and childcare facilities in the area. Gjerde has drafted a utility bill stuffer on snow removal for insertion in the January 31st billing. Thornes will provide specs on size and paper weight. The Committee also contacted SDSU regarding emailing/texting students as a reminder and was advised to work with Amanda Dixon. Thornes will send Gjerde Student Senate representatives’ email addresses. They are working on a public education rotation schedule to include social media in the spring/summer. Thornes will provide the subcommittee with question format for the Engage Brookings program. Establish Nominating Committee. Bayer and Davis agreed to serve on the nominating committee. City ADA Coordinator’s Report • Train the Trainer dates in April: The ADA Center is trying to schedule a “Train the Trainer” event in Denver sometime in April. Organizers have indicated attendance is required for members. 3 Gjerde, Kuechenmeister, Miller, Thornes and Hartenhoff-Crooks have already participated in a similar training. • Fire Safety House: Thornes has not received the detailed plans for the new fire safety house. • Camelot School Addition: Thornes recently learned that the school district is adding onto Camelot School; however, she and the committee have not reviewed the plans. She will contact school officials to check on the status of the project and request review at the January meeting. • SD Art Museum: A citizen recently posted a comment on the Engage Brookings site expressing concern that the accessible parking spaces on Medary in front of the SD Art Museum would be removed. The Committee agreed this is a concern and suggested a meeting with University personnel. Miller, Minor, Kuechenmeister and Hartenhoff-Crooks volunteered to participate. • Community Visioning Charrette: The Brookings Economic Development Center hosted a community visioning event on December 9th. Participants were invited to attend. The Committee expressed concern that no one from the Committee was represented at the event.
