Brookings Committee for People who have Disabilities
November 22, 2013
A meeting of the Brookings Committee for People who have Disabilities was held at 2:00 p.m. on
Friday, November 22, 2013 in the Brookings City & County Government Center with the
following members present: Lonnie Bayer, Shawn Minor, Geoffrey Graff, Nadine Gjerde, Sylvia
Buboltz, Nancy Hartenhoff-Crooks, Matt Simet, Dave Miller and Alan Davis. Kathy Heylens and
Jessie Kuechenmeister were absent. Shari Thornes was also present.
Miller called the meeting to order at 2:00 p.m. The agenda was adopted. The October minutes
were approved. Next meeting – Friday, December 20th @ 2 p.m.
New School Preliminary Plans. Les Rowland, Architect, DesignArc, reviewed an updated
preliminary site plan and floor plan for the new Brookings elementary school.
The following items were noted:
• Family restrooms have now been added to every wing of the school.
• The group expressed concern about the distance from the accessible parking spaces to the
entrances and users needing to cross traffic. They recommended a crosswalk and curb
design similar to what is in front of the Children’s Museum to clearly define the path of
travel. They also recommended a flashing light or stop sign at the crosswalk.
• Miller volunteered to participate in the in the outdoor classroom subcommittee and
playground subcommittee.
• More detail is needed on the accessible drop-off design.
Rowland will return to the next meeting with plan revisions.
After Rowland left, there was consensus that the Committee was uncomfortable with the users of
accessible parking spaces having to cross traffic. Graff and Thornes will contact Rowland with an
alternative design plan that would locate the accessible parking spaces south of the bike racks and
not cross any traffic.
Brookings Nursing Home Parking Lot. Tim Fonder, Banner Associates, said the Brookings Hospital
is resurfacing a parking lot and presented a proposed parking plan. None of the new accessible
parking spaces access aisle had curb ramps that connected to the sidewalk. Fonder’s design would
require users to go behind parking cars to access the curb ramp. Fonder was asked to present a
revised design at the December 20th meeting.

Public Education Subcommittee Report. Gjerde said the subcommittee has distributed ADA
Center informational materials and resources to various daycares and childcare facilities in the area.
They are working on a snow removal campaign that will include a utility bill stuffer in February
2014, monthly postings to the City website and social media pages throughout the winter on the
importance of snow removal, a Letter to the Editor/article to submit to Register and Collegian, a
PSA for radio distribution on importance of snow removal and working with SDSU University
Relations to send out a mass email to off campus college students before Holiday Break in
December about snow removal.
Gjerde asked on the status of distributing the parking signage language and on parking and
signage requirements based on ADA stipulations to local signage companies.
Update on Durable Medical Equipment Drive. Miller reported that all the equipment has been
consolidated into one garage. He also has received quotes from a graphic designer on a number of
materials to promote available equipment. Thornes will email the price quotes to the Committee.
Miller will work with Thornes on publicity campaign materials and will seek ADA Center funding.
Establish 2013 Annual Report Subcommittee. Buboltz and Kuechenmeister volunteered to draft
the 2013 Annual Report for approval at the January meeting.
City ADA Coordinator’s Report
o Upcoming city projects requiring Committee review will include a Fire Interactive Safety Trailer
for the Fire Department and playground designs and playground equipment review for Park and
Recreation.
o Brookings Health Systems contacted Thornes regarding railing design at the retail store.
