HomeMy WebLinkAboutDisMinutes_2010_04_30Brookings Committee for People who have Disabilities April 30, 2010 A meeting of the Brookings Committee for People who have Disabilities was held at 2:00 p.m. on Friday, April 30, 2010 in the Brookings City Hall with the following members present: Dave Miller, Nancy Hartenhoff-Crooks, Lonnie Bayer, Kim Lindell, Alan Davis, Dona Kornbaum, Dave Bertelson and Jessie Kuechenmeister. Absent: Kathy Heylens, Jeff Vostad and Kurt Cogswell. Shari Thornes was also present Miller called the meeting to order at 2:00 p.m. NEXT MEETING: The next meeting of the committee was scheduled for Friday, May 23, 2010 at 2:00 p.m. AGENDA: Discussion and action on a National Disability Employment Awareness Month request was added to the agenda. The agenda was adopted as amended. MINUTES: The March minutes were approved as printed. Budget. This year’s budget request deadline is June 18th. Anticipate a level funding request for public education activities. Nancy and Jessie volunteered to serve on a subcommittee. National Employment Awareness Month. A motion was made by Bertelson, seconded by Kuechenmeister, to approve an expenditure of $300 as co-sponsorship a national speaker - John Robinson. All present voted yes; motion carried. “Resources for ADA Information” Press Release. The Committee issued the following release earlier in the week regarding ADA information. RESOURCES FOR ADA INFORMATION We have been made aware that an individual, representing himself as an Americans with Disabilities (ADA) Advisor, has approached several Brookings businesses and has provided accessibility information, some of which is incorrect. Please be aware that this individual has NO link or ties to the local Brookings Committee for People who have Disabilities, to the SD Paralyzed Veterans of America or to the Regional DBTAC Rocky Mountain ADA Center. Kuechenmeister attended the meeting on behalf of the committee, noting the group is charged with putting a plan together but hasn’t gotten much traction yet. Committee member Jan Clites has vast experience with medical facilities and emergency planning and her experience will be invaluable. The group is also seeking input from other entities about their plans. The project timeline has not been established. Having an at-large representative from SDSU was recommended. Grant money may be available for model plan development. Another resource the group needs to access is Todd Struwe from Emergency Management. Another meeting is scheduled for May 11th. Decision on 2010 ADA Anniversary Celebration Plans. Due to members’ schedules, the Committee opted to skip the ice cream social in the park idea and focus on the 20 days of PSAs in celebration of the 20th anniversary of the ADA. Bayer already secured sponsorship from the Brookings Register. Lindell is working on the public service announcements and will propose a schedule and PSAs at the next meeting. Update on Brookings Summer Arts Festival Accessibility. Kuechenmeister and Thornes met with Brenda Pitts, Arts Festival Chair, on April 2nd to discuss increased van parking, installation of access aisles and improved signage. She advised coordinating Tod Wells regarding the parking, since he works the entire festival and controls the spaces. Thornes met with Wells and he recommended additional spaces located in the First Avenue parking area. Parking is also offered in the west lot, but it is all grass and no hard surface paths. Accessible Garden Plot Project. Hartenhoff-Crooks submitted a grant request forCommunity Gardens ADA Demonstration Project on April 28th. Project details: The City of Brookings Parks, Recreation & Forestry Dept. has offered community garden plots for a nominal rental fee to citizens since 1978. What started out as 30 plots in 1978 has grown to 545. Forty-five plots were added last year and all spots are now reserved for this growing season. Fifty more individuals have expressed a desire for a plot but none were available. The citizens of Brookings have shown that they are interested in gardening. The one demographic of our community's citizens who have not been able to fully participate in this activity are those who have significant mobility impairments. This project will create ten 5' x 20' accessible garden plots within the current Brookings Community Garden site. Each plot could be sub-divided, depending on the gardener's needs and wishes. Three paved accessible parking spots will be created adjacent to the garden plots. Paved paths will be installed from the parking area to and around each 5' x 20' plot. Five different designs will be utilized to accommodate various types of mobility impairments. 2010 National ADA Symposium. May 18th is the deadline to register for the Symposium. DBTAC has announced they can only provide stipends for two people per location. Kuenchenmeister and Hartenhoff-Crooks will be the Brookings attendees. Website Committee Report. The subcommittee of Lindell, Miller and Heylens will meet to brainstorm on the new design. Elections – Kuenchenmeister met with United Church of Christ representatives regarding their door pull weight. On-site training - A request was made to bring in a DBTAC representatives, but no decision yet. Park & Recreation Building – Thornes recently learned that the Park & Recreation Center lift call button was not in order. The problem was corrected. Nature Park - Several Committee representatives met with the Architect on April 5th regarding the future nature park project. The architect met with a variety of interested parties and stakeholders that week including a public open house and identified potential activities: fishing (docks), water activities, nature walk, native prairie, some hard surfaced, ponds with different fish, restrooms, trail system (see bike trail files), youth center, dog training, and path around ponds. The City received a $300,000 Urban Fisheries grant to fund accessible docks, paths and parking at the site. May 10 - preliminary schematic design (identify all activities/uses), June 7- preliminary master plan, July 12 - final master plan approval, and August 10 or 24 City Council approval on master plan.
