Board of Health
October 13th, 2016
OFFICIAL MINUTES
1. Call to Order – Dr. Merritt Warren called the Board of Health meeting to order on
Thursday, October 13, 2016 at 7:00 p.m. at the Brookings City/Counting Building.
Committee Members present: Dr. Merritt Warren, Robert McGrath, Paul Irwin,
Trish Matson-Buus, Robert Brotsky, Roberta Wagner and Al Patin.

Committee Members absent: Jesse Ronning and Ryan Krogman
Others present: Todd Langland, Director of Solid Waste
2. Approve Agenda: (Wagner/Brotsky) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
3. Approval of Minutes: (Irwin/McGrath) Motion to approve minutes for the
June 2, 2016 Minutes. All present voted aye. MOTION CARRIED.
4. Recycling Update: Director Langland informed the board that Cook’s
Wastepaper and Recycling approached the City about an increase in the
recycling contract based on the markets and the processing fee of $25.00 per ton
that the recycling center has added. (McGrath/Buus) Motion made to support the
increase in the recycling fee to being determined by the City Manager, Jeff
Weldon. All present voted aye. MOTION CARRIED.
5. CIP Recap: The board review the CIP for the Collection and Landfill there was
one change to the collection, which was to move the Automated Vac Truck up to
2018. No changed to the Landfill.
6. Operating Expensed for 2017: The board reviewed the operating expenses for
the collection and landfill and there were not changes from the draft in June.
7. Review 2016 Annual Report: Director Langland presented a draft of the 2016
annual report. After the board review reviewed the report, changes were made
and sent out to the board for final review.
8. Other Items & Reports: Director Langland informed the members that 390 tons
of tires were received by the landfill to be recycled. The bid to process them went
to Liberty Tire for the cost of $ 169.75 per ton.
9. Next meeting date: The next meeting will be on May,2017 at the landfill
10. Adjourn: (Patin/Brodsky) Motion to adjourn.
