Call to Order – Dr. Merritt Warren called the Board of Health meeting to order on Thursday, November 12th, 2015 at 7:00 p.m. at the City/County Building suite 230, Room 241. Committee Members present: Dr. Merritt Warren, Robert McGrath, Paul Irwin, Trish Matson-Buus, Roberta Wagner and Al Patin. . Committee Members absent: Jesse Ronning, Ryan Krogman and Robert Brotsky Others present: Todd Langland 2. Approve Agenda: (Irwin/Matson-Buus) Motion to approve agenda. All present voted aye. MOTION CARRIED. 3. Approval of Minutes: (McGrath/Matson-Buus) Motion to approve minutes for the June 25th, 2015 Minutes. All present voted aye. MOTION CARRIED. 4. Annual Report 2015: The members reviewed the draft of the 2015 Annual Report and they would like to offer some financial help to the Sustainability Council. Director Langland will talk with Jeff Weldon, City Manager when the budget process starts in the spring of 2016 5. Update on Landfill Permit: Todd informed the members that the Permit for the landfill was officially approve September 29th, 2015. This included the vertical expansion, update on the recycling program, operations manual and Emergency Response Program written for landfills. Now that the permit is completed and the vertical expansion has been approved the landfill will be required to have an Air Quality permit. This permit needs to be completed and sent in 90 days after the approval of our landfill permit. 6. Landfill Gas Testing Update: The landfill was required to do testing based on EPA guidelines for methane gas in June of 2015. There are three tiers to the program and our landfill is in Tier two which required the landfill to do sample testing every five years using the area of the landfill where garbage has been placed the last two years. The report can back good for the landfill. Based on the projections from the testing we should not have to be concerned about building a gas collection system for 10 years unless the EPA changes their guidelines. 7. Other Items & Reports: Director Langland informed the member that SDSU is in the process of cleaning up their old coal area west of the Rodeo on Medary Avenue and it will be a large amount of coal/soil that the landfill will be receiving. 8.
