OFFICIAL MINUTES
1. Call to Order - Dr. Merritt Warren called the Board of Health meeting to order on
Thursday, March 5th, 2015 at 7:00 p.m. at the Brookings City/County Government Center,
Suite 230, room 241.
Committee Members present: Dr. Merritt Warren, Robert McGrath, Paul Irwin, Trish Matson-
Buus, Roberta Wagner, Bob Brotsky, Ryan Krogman and Al Patin.

Committee Members absent: Jesse Ronning
Others present: Todd Langland and Caryl Larson
2. Approve Agenda: (Krogman/Irwin Motion to approve agenda.
All present voted aye. MOTION CARRIED.
3. Approval of Minutes: (McGrath/Wagner) Motion to approve minutes for the October 7th,,
2014 Minutes. All present voted aye. MOTION CARRIED.
4. 2014 Annual Report: The Board reviewed the 2014 annual report for the landfill and
collection. The landfill and Collection departments had a good year. There was growth in the
tons of garbage for 2014 and this was due from a large soil project. The Collection had a jump in
new customers based on the new industry that moved into town.
5. Landfill permit update: In November of 2014 the landfill submitted the landfill permit for
renewal. Part of the renewal process the vertical expansion request. The State Waste
Management Department is reviewing the permit and request and will forward any questions
they have back to our engineering firm Burns & Mc Donnell.
6. Landfill Gas Update: The Landfill has reached the Tier two guidelines based on the EPA
standards. This will require the landfill to do gas testing this summer.LBG will be a number of
little test holes in the garbage that is two years old or less and then will send the test results to
EPA. This process will need to be done once every five years until be hit the tier three standards
and then a gas collection system will need to be installed.
7. Bidding Project Scale: Vande Berg Scale will be installing a new scale at the landfill this
summer.
8. Engage Brookings Web Site: The Board will try and come up with some questions that will
benefit the Solid Waste operations.
9. Other Items and reports: The Spring Landfill Conference will be in Custer, South Dakota on
May 11th thru 14th.
10. Next meeting date: The next meeting will be on June 25th, 2015
