Board of Health
October 10th, 2013
OFFICIAL MINUTES
Bob McGrath called the Board of Health meeting to order on Thursday, October 10th,
2013 at 7:00 p.m. at the Brookings City/County Government Center in Suite 230, Room
241.
Committee Members present: Dennis Falken, Robert McGrath, Roberta Wagner, Paul
Irwin and Trish Matson-Buus.

Committee Members absent: Dr. Merritt Warren, Shari Landmark, Pat Lyons and
Jesse Ronning
Others present: Todd Langland
I. Approval of Minutes: (Falken/Matson Buus) Motion to approve minutes for the
June 4th, 2013 meeting.
All present voted aye. MOTION CARRIED.
II. Additions to agenda: None
III. Approve Agenda: (Irwin/Wagner) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
IV. Budget Update: The 2014 budgets were presented to the members for discussion.
The Solid Waste Collection budget had no change in the revenue and very little change in
the expenses. We will continue to build money for truck replacement for them. The
Board discussed the fact that the Automated Trucks are now being used four days a week
instead of two days which would create more wear and tear on them. Todd informed the
Board that they will be watching the trucks to see what issues will need to be addressed
in the future. The current replacement is every eight years and this may need to be
adjusted in future years
The Solid Waste Disposal department had an increase of the revenue for 2014. The
expense line item for Consulting and engineering was increased for the permit renewal
which comes due in February of 2015. The other line item that was increase is the yearly
transfer to the general fund which went from $525,000.00 to $575,000.00 for 2014.
The general fund will be financing a loan from the landfill of $495,000 that will help
balance the budget.
VI. Recycling Carts update: The Solid Waste Collection department has put out
3,304 recycling carts as of October 10th, 2013
VII. Metal Recycling/Electronic Waste/ Wood/tree Recycling- The month of October
will be busy at the landfill with our metal recycler and wood recycler in here at the same
time. Update on electronic recycling has landfills concerned that there are no outlets to
ship TV’s to. Many landfills our just landfill TV’s until the problem can be resolved.
VIII. Other Business: Jody Osmond and I attended the SDSWMA Fall Conference in
Mandan, North Dakota. The conference was well attended by North and South Dakota,
Wyoming and Montana.
IX. Next Meeting Date: (March 27th, 2014) at Brookings City/County Building
