January 19th, 2012
OFFICIAL MINUTES
Dr. Merritt Warren called the Board of Health meeting to order on Thursday, January
19th, 2012 at 7:00 p.m. in the meeting room at City Hall.
Committee Members present: Paul Irwin, Pat Lyons , Trish Matson-Buus, Shari
Landmark, Al Gregg, Robert McGrath, Roberta Wagner and Dr. Merritt Warren
.
Committee Members absent: Jesse Ronning
Others present: Todd Langland and Gwen Madsen
1. Approval of Minutes: (Gregg/Lyons) Motion to approve minutes for the October 27th,
2011 meeting.
All present voted aye. MOTION CARRIED.
2. Additions to agenda: no additions
3. Approve Agenda: (McGrath/Irwin) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
4. Review and Edit Annual Report: The Board of Health members reviewed the 2011
Annual Report. Changes Include: Costs for the lead cleanup at the shooting range at the
old landfill was $53,568. Also, discussion with the Sioux Falls Landfill to purchase their
share of the Screener. We have spent $15,000 to make repairs on the screener this year.
Approval to Edit Annual Report: (Lyons/McGrath) Motion to approve changes.
All present voted aye. MOTION CARRIED.
5. 2012 Goals for Board: Include the purchase of the screener from the Sioux Falls
Landfill.
• To continue working on planning for a pandemic influenza outbreak with other
entities.
• To continue to participate in the National Children’s Health Study.
• Purchase a new farm tractor ($150,000 budgeted).
• Purchase a new rear loader garbage truck ($200,000 budgeted plus trade-in).
• Develop a plan for automating the recycling program.
• Continued study of Landfill gas issues.
• Conduct Spring Cleanup (April 9th-April 28th, 2012).
• Hold the Annual Paint Exchange (April 14th, 2012).
• Discuss annual budget requests.
• Goal of transferring $525,000 to the General Fund.
• Work with the City of Sioux Falls to purchase screener.
6. Preliminary 2011 end of year numbers: Todd Langland explained that tonnage for
2011 was down due to the downside of the economy and more industry recycling.
7. Curbside Recycling Costs: There was much discussion on automated recycling
service for the City of Brookings. Todd has been in contact with Dave Templeton with
the DENR. There is a possibility we can get a state grant to match funds for the purchase
of recycling carts.
• Labor saved on the automated truck would be used on the yard bags
• Less overtime
• Purchase cost of each cart - $65.00
• Schaefer carts have a ten year guarantee
• It would take 1 ½ years to pay for the carts with the grant
• Cost per household would be approximately $1.90
It was suggested by Dr. Warren to have public input. A survey mailed with the utility
bill was suggested. Todd will talk with the Sustainability Council on help putting the
flyer together.
Approval to Develop a Curbside Recycling Service: (Gregg, Lyons) Motion to
continue developing a curbside recycling service.
All present voted aye. MOTION CARRIED.
8. Next Meeting Date: The next Board of Health meeting will be held in May, 2012.
9. Adjourn: (Matson-Buus/McGrath) Motion to adjourn.
