OFFICIAL MINUTES
Dr. Merritt Warren called the Board of Health to order on Tuesday, October 23rd,
2007 at 7:00 p.m. at the Brookings City Hall Meeting Room.
Committee Members present: Dr. Merritt Warren, Emil Klavetter, LuAnn Napton, Pat
Lyons, Trish Matson Buus, Roberta Wagner, Karen Cook, Paul Irwin and Jesse Ronning
.
Others present: Robert McGrath and Todd Langland
Committee Members Absent: None
1. Approval of Minutes: (Klavetter/Lyons) Motion to approve minutes for the August
30th, 2007 meeting.
All present voted aye. MOTION CARRIED.
2. Additions to agenda: Discuss Board Membership
3. Approve Agenda: (Buus/Lyons) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
4. 2008 Budget Year- Bob informed the Board of Health members that the 2008 budget
has passed by Brookings City Council. The transfer to the General fund in 2008 will be
$ 425,000 from the landfill. The money that goes into the Future Solid Waste Fund will
increase to $ 50,000 per year.
5. Recycling Bids – Recycling bids were taken based on a five year contract. The landfill
received only one bid and that was from Cooks Wastepaper and Recycling. The bid was
for $ 3,000.00 per month. We are currently paying Cooks $ 2,575.00 per month so this is
a 16.5 % increase from the last five years.
6. Electric Waste Collection Event – The electronic waste program was held on
September 22nd, 2007 at the Brookings Regional Landfill. Below is a list on material
received and the total cost of the program:

7. National Children’s Study– The sub-committee reported back to the Board of Health
that the target for the program is fall of 2009. At this point there is a lot of ground work
to do and they hope to have 450 kids in the area of Brookings, South Dakota, Pipestone
and Lyons counties in Minnesota. The board is inviting Dr. Bonnie Specker to our
Meeting in January.
8. Update on Pandemic Flu Planning – Bob gave an update on what was going on with
the flu planning. They are working with setting up a memorandum of understanding and
also looking at applying for a 3rd grant to help with more equipment and education. They
do have storage set up with Sanford Clinic. A meeting is set for February 28th, 2008.
9. Other Business/Board Members Terms – The terms for Board of Health Members
Dr. Merritt Warren, Jesse Ronning, Roberta Wagner and LuAnn Napton will expire at the
end of 2007. Mr. McGrath asked them if they would be willing to serve one more term
and they all agreed to. Bob will contact Shari Thornes at City Hall and inform her that all
members up for reappointment will accept.
10. Set Next Meeting Date – The next meeting of the Board of Health will be set for the
end of January.
