OFFICIAL MINUTES
Dr. Merritt Warren called the Board of Health to order on Thursday, August 30th, 2007 at
7:15 p.m. at the Brookings Regional Landfill.
Committee Members present: Dr. Merritt Warren, Emil Klavetter, LuAnn Napton, Pat
Lyons, Trish Matson Buus, Roberta Wagner, Karen Cook, Paul Irwin and Jesse Ronning.
Others present: Robert McGrath, Todd Langland and Sheilan Lynch
Committee Members Absent: None
1. Approval of Minutes: (Lyons/Irwin) Motion to approve minutes for the May 10th,
2007 meeting.
All present voted aye. MOTION CARRIED.
2. Additions to agenda: No additions
3. Approve Agenda: (Buus/Wagner) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
4. 2008 Budget Year- Bob informed the Board of Health Members that the 2008 budget
has been reviewed by the City Council and everything has been blessed by them. The
Council will how have final readings to officially approve the 2008 budget in September.
5. Future Solid Waste Facility Fund – In the 2008 budget process Bob increased the
Future Solid Waste Fund from $ 40,000.00 per year to $ 50, 000.00 per year. The board
needed to have a motion.
The motion was made by Pat Lyons to increase the Future Solid Waste Facility
Fund from $ 40,000.00 per year to $ 50,000.00 per year. The motion was second by
Karen Cook
All present voted aye. MOTION CARRIED
6. National Children’s Study– The City of Brookings Council had a presentation on the
health of children in rural communities. The presentation was based on the social service
and community health that is available in the city. The council asked the Board of Health
to look at the survey and get some input.
The board of Health decided to set up a sub-committee made up of Dr. Merritt Warren,
Jesse Ronning, Paul Irwin and Bob McGrath. The sub-committee then asked that each
member of the board fill out the survey and return them to Mr. McGrath and then they
will meet and go over the results.
7. Update on Pandemic Flu Planning – Bob gave an update on what was going on with
the flu planning. They are in the process of getting out copies of the plan to the different
government agencies. The committee also needs to send out letters of memorandum to
finish up the agreements, financial questions and determine who the medical groups will
be in case of an outbreak.
8. SDSWMA Annual Meeting – The annual meeting for the South Dakota Solid Waste
Management Association will be held in Watertown from September 19th thru September
21st, 2007. Anyone on the Board that would like to attend should contact Bob.
9. Electronic Waste Collection – The electronic waste collection program is set for
September 22nd, 2007. The hours will be from 9:00 a.m. to 3:00 p.m. The general public
can drop off their electronic items and Millennium Recycling of Sioux Falls and the
landfill staff will collect them.
10. Other Business - None
11. Set Next Meeting Date – The next meeting of the Board of Health will be either
October 18th or October 25th, 2007.
12. (Cook/Lyons) Motion to adjourn the meeting.
