HomeMy WebLinkAboutCCMinutes_2015_09_08 356 Brookings City Council September 8, 2015 The Brookings City Council held a meeting on Tuesday, September 8, 2015 at 6:00 p.m., at City Hall with the following members present: Mayor Tim Reed, Council Members Keith Corbett, Dan Hansen, Ope Niemeyer, Patty Bacon, Jael Thorpe, and Scott Meyer (via phone). City Attorney Steve Britzman, City Manager Jeffrey Weldon, and City Clerk Shari Thornes were also present. Consent Aaenda. A motion was made by Council Member Corbett, seconded by Council Member Hansen, to approve the Consent Agenda. Action to cancel the October 13 City Council Meeting. 3.C. Action on appointment to the Sustainability Council: appoint Nels Granholm (term 9/8/2015-1/1/2017). 3.D. Action on Resolution 15-091, a Resolution fixinq� time and place for public hearing on 2014-02STA, Main Avenue South and 26t Street South Assessment Project. Resolution 15-091 - Resolution Fixing Time and Place for Hearing Upon Assessment Roll for 2014-02STA Main Avenue South and 26th Street South Assessment Project Be It Resolved, by the City Council of the City of Brookings, South Dakota, as follows: 1. The assessment roll for Street Assessment Project No. 2014-02STA having been filed in the office of the City Clerk on the 4th day of September, 2015 and the City Council shall meet in the Chambers, Brookings City & County Government Center, in said City on Tuesday, the 22nd day of September, 2015, at 6:00 o'clock PM. 2. The City Engineer is authorized and directed to prepare a notice describing, in general terms Street Assessment Project No. 2014-02STA, the date of filing the assessment roll, the time and place of hearing thereon, stating that the assessment roll will be open for public inspection at the office of the City Engineer and referring to the assessment roll for further particulars. 3. The City Clerk is authorized and directed to publish said notice in the official newspaper not less than ten nor more than finrenty days before the date set for hearing and to mail a copy thereof, by first class mail addressed to the owner or owners of any property to be assessed at his, her or their last mailing address as shown by the records of the Director of Equalization not less than ten nor more than twenty days before the date set for said hearing. 3.E. Action on Resolution 15-094, a Resolution to declare Police Vehicles as surplus property. Resolution 15-094 - Resolution for the Surplus of Police Vehicles Whereas, the city of Brookings is the owner of the following described equipment formerly used at the City of Brookings Police Department: Two 2013 Ford Interceptors and One 2009 Ford Pickup. Whereas in the best financial interest, it is the desire of the City of Brookings to sell same as surplus property; and Whereas, the City Manager hereby authorized to sell said surplus property. Now, Therefore, Be It Resolved by the governing body of the City of Brookings, South Dakota, that this property be declared surplus property according to SDCL Chapter 6-13. . 35 ? 3.D. Action on Resolution 15-095, a Resolution setting the Unit Financial Charge for 2016 Storm Drainage Fees. Resolution 15-095 - Resolution Setting the Unit Financial Charge for 2016 Storm Drainage Fees Whereas, Chapter 72, Article II, of Code of Ordinances for the City of Brookings, provides for setting the unit financial charge of Storm Drainage, by Resolution. Now, Therefore, Be It Resolved that the unit financial charge for 2016 shall be .00054 for Storm Drainage purposes. 6t" Street Main Ave. to Medarv Ave. SDDOT Discussion Overview. FIRST READING: Ordinance 15-018. Introduction and first reading was held on Ordinance 15-018, an Ordinance amending Chapter 26 of the Code of Ordinances of the City of Brookings, South Dakota to include Article VIII, and pertaining to the Regulation of Food Trucks in the City of Brookings. Public Hearing: September 22, 2015. FIRST READING: Ordinance 15-019. Introduction and first reading was held on Ordinance 15-019, an Ordinance amending Chapter 74, of the Code of Ordinances of the City of Brookings, South Dakota to include Division 2, and pertaining to the Regulation of Temporary Vendor Permits in the City of Brookings. Public Hearing: September 22, 2015. Ordinance 15-017. A public hearing was held on Ordinance 15-017, an Ordinance appropriating monies to fund the necessary expenditures and liabilities of the City of Brookings for the 2016 Fiscal Year and providing for the Annual Tax Levy and Annual Tax for All Funds. An amendment was made by Council Member Bacon, seconded by Council Member Corbett, to transfer$22,000 from the Brookings Municipal Liquor Store Fund into the General Fund and fund the Domestic Abuse Shelter with $22,000 in 2016. The motion carried by the following vote: Yes: 7 - Corbett, Hansen, Niemeyer, Thorpe, Meyer, Bacon, and Reed. A motion was made by Council Member Hansen, seconded by Council Member Corbett, that Ordinance 15-017, an Ord.inance appropriating monies to fund the necessary expenditures and liabilities of the City of Brookings for the 2016 Fiscal Year and providing for the Annual Tax Levy and Annual Tax for All Funds, be approved as amended. The motion carried by the following vote: Yes: 7 - Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon. Bicvcle Advisorv Committee Charter. A motion was made by Council Member Meyer, seconded by Council Member Niemeyer, that the Brookings Bicycle Advisory Committee (BBAC) Charter be approved. The motion carried by the following vote: Yes: 7 - Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon. Old Armorv Buildinq. A motion was made by Council Member Meyer, seconded by Council Member Thorpe, that the Request for Proposal for Re-Purposing of the Old Armory Building be approved. Public Comment: Mariah Curry. The motion carried by the following vote: Yes: 7 - Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon. Downtown Retail Acceleration Grant Proqram. A motion was made by Council Member Thorpe, seconded by Council Member Corbett, that the Amendment to Downtown Retail Acceleration Grant Program be approved. The motion carried by the following vote: Yes: 7 - Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon. Timberline Addition Detention Pond. A motion was made by Mayor Reed, seconded by Council Member Thorpe, to add topsoil to the side slopes to obtain the 5:1 slope, extend the storm sewer pipe, grade the floor of the pond to create a greater slope, and reseeding and landscaping for erosion control. Public Comment: Johnny Einspahr and Jim Johnson. The motion carried by the following vote: Yes: 6 - Reed, Corbett, Niemeyer, Thorpe, Meyer, and Bacon; Abstain: - 1 — Hansen. 358 Adiourn.
