Brookings City Council
June 16, 2015
The Brookings City Council held a Study Session on Tuesday, June 16, 2015 at 5:00
p.m., at City Hall with the following members present: Mayor Tim Reed, Council
Members Keith Corbett, Dan Hansen, Ope Niemeyer, Patty Bacon, Scott Meyer, and
Jaei Thorpe. City Attorney Steve Britzman, City Manager Jeffrey Weidon, and City
Clerk Shari Thornes were also present.
Update on 6t" St a_ d 13t" Ave. Pro'ect. Brian Gatzke provided an update on his
building project on 6 Street and �.3 Hvenue, noting a need for additional accessible
housi n g n e a r c a m p u s. H e a l s o p r o v i d e d c o mments on the policy discussion pertaining
to the Sale of City Property for Development Purposes scheduled for the June 2 3 Ci ty
Council meeting.
Parkinq Requirements. Discussion on parking requirements for residential properties
in Core Business Districts.
A motion was made by Council Member Thorpe, seconded by Council Member
Niemeyer, to request the Planning Commission start the process of rezoning the
following parcels to B1 (2nd Street South to the railroad tracks - one block on either
side). The motion carried by the following vote: Yes: 7 - Reed, Corbett, Hansen,
Niemeyer, Thorpe, Meyer, and Bacon.
A motion was made by Council Member Thorpe, seconded by Mayor Reed, to ask staff
to study the occupancy of all city lots in core business districts during varied times of the
day during the summertime and school year. The motion carried by the following vote:
Yes: 7 - Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon.

A motion was made by Council Member Thorpe, seconded by Council Member Meyer,
to review residential parking requirements in comparison to other university
communities for a future study session. The motion carried by the following vote: Yes: 7
- Reed, Corbett, Hansen, Niemeyer, Thorpe, Meyer, and Bacon.

2016 Budqet Workshop #2 — Capital Improvement Plan. A motion was made by
Mayor Reed, seconded by Council Member Hansen, for budgeting purposes, limit

Executive Session. A motion was made by Council Member Niemeyer, seconded by
Council Member Corbett, to enter into Executive Session at 8:40 p.m. for purposes of
consulting with legal counsel regarding proposed or pending contractual matters with
City Engineer Jackie Lanning, City Manager, City Attorney, and City Clerk present. The
motion carried by a unanimous vote. Council Member Thorpe left at 8:43 p.m. City

The motion carried by a unanimous vote.
Adiourn. A motion was made by Council Member Hansen, seconded by Council
Member Meyer, to adjourn the meeting at 9:57 p.m. The motion carried by a unanimous
vote.
