ORDINANCE NO. 3-97
AN ORDINANCE REVISING THE ZONING ORDINANCE OF THE CITY OF
BROOKINGS PERTAINING TO LARGE SCALE RESIDENTIAL DEVELOPMENT
REGULATIONS.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF BROOKINGS,
SOUTH DAKOTA, THAT ARTICLE VI, CHAPTER 50, THE 1994 REVISED ZONING
ORDINANCE SHALL BE AMENDED, AS FOLLOWS, TO-WIT:
I.
Section 50.60.000. LARGE SCALE RESIDENTIAL DEVELOPMENT REGULATIONS
50.60.010
Intent. These regulations are intended to allow fle�bility within the subdivision and zoning
regulations when a Large Scale Residential Development (LSRD) is proposed.
50.60.020
Scope. The regulations set forth in this section supplement the subdivision and zoning regulations
pertaining to residential zoning districts.
50.60.030
Application Procedure. An LSRD plan shall be prepared by and have the seal of an architect or
engineer. It sha11 be submitted to the City Engineer's Office a minimum of fifteen (15) days prior
to the Planning Commission meeting at which it is to be heard.
The Planning Commission shall review the proposed development plan in accordance with the
standards set forth in the Subdivision and Zoning regulations. The Planning Commission shall
forward their recommendation to the City Commission who may approve or disapprove the action
of the Planning Commission,.with or without modification.
50.60.040
General Regulations. An LSRD may be proposed in any residential zoning district and shall be
subject to the following regulations:
A. The development shall have a minimum of twenty(20) acres.
B. The rules, regulations and standards guiding land subdivision in the City of Brookings
(Appendix B) may be modified. All proposed variances to the requirements in Appendix B
shall be included as explanatory matter on a development plan.
C. The zoning ordinance regulating land use within the City of Brookings (Chapter 50) may be
modified as follows:
1. Density requirements shall be computed using lot areas, open space and neighborhood
paxk land. Land set aside for churches, schools and similar uses will not be included.
2. Lot area and frontage minimums for each lot shall be stated on the development plan.

3. Front, side and rear yard setbacks and building heights shall be stated on the
development plan. Variances to the minimum yard setback around the boundaries of
the development shall not be permitted.
D. Additional information required on the development plan shall include trails, paths, bikeways,
sidewalks, lakes, streams, landscape corridors and any other prominent natural or man-made
features of the development.
II.
All ordinances in conflict herewith are hereby repealed.
