Brookings City Council
June 17, 2014
The Brookings City Council held a study session on Tuesday,June 17, 2014 at 5:00 p.m., at City
Hall with the following members present: Mayor Tim Reed, Council Members Jael Thorpe,John
Kubal, Dan Hansen,Tom Bezdichek (arrived 5:15 p.m.), Ope Niemeyer and Keith Corbett. City
Attorney Steve Britzman, City Manager Jeff Weldon and Deputy City Clerk Bonnie Foster were
also present.
Discussion topics included consideration of an ordinance for cats to be leashed, a workforce
development update,tax increment financing overview, a review of the City of Brookings 5-
Year Capital Improvement Plan and City Council ex-officio reports.
Cat leash Ordinance. A motion was made by Corbett, seconded by Kubal, directing stafFto
develop an ordinance similar to the City of Huron's Ordinance: "Animal Running At large
Prohibited: The owner of an animal shall not permit such animal to run at large within the city.
Any animal found at large may be impounded as herein provided." A friendly amendment was
made by Thorpe to add "except on property designated as an off-leash area." Corbett and
Kubal agreed to the amendment. Discussion: First reading to be held July 8, 2014. All present
voted yes; motion carried.
Bezdichek arrived at 5:15 p.m.
Mayor Reed would like to add a review of the Council's Study Session Policy to the July gcn
agenda.
Topics for future discussion. A motion was made by Corbett, seconded by Niemeyer,to invite
lason Merkley, Brookings Health Systems,to address the council on the State of South Dakota's
Health Plan and how it affects the Brookings Health System. All present voted yes; motion
carried.
Hansen asked when an update will be provided on Airport drainage issues. Jackie Lanning
responded it may be on the June 24th council agenda.
Thorpe inquired when the requested update on law enforcement stats will be on a council
agenda. Weldon responded it is possibly scheduled for the July 15th Study Session.
Thorpe inquired about having the ability to see the council's requested topics list and when
they are tentatively scheduled for council discussion. Weldon stated he would add this to his
Communication Notes.
Executive Session. Per the advice of the City Attorney,the intent of the Executive Session was
changed from SDCL 1-25-2.1 to SDCL 1-25-2.5. A motion was made by Kubal, seconded by
Corbett,to enter into executive session at 6:25 p.m. to discuss marketing or pricing strategies
by a board or commission of a business owned by the state or any of its political subdivisions,
when public discussion may be harmfut to the competitive position of the business with the City
Council, City Manager, Deputy City Clerk, City Attorney,Toby Morris, and Mike Struck present.
A motion was made by Corbett, seconded by Reed,to exit executive session at 8:00 p.m.
Adiourn. A motion was made by Corbett, seconded by Reed,to adjourn. All present voted yes;
motion carried. Meeting adjourned at 8:00 p.m.
