Brookings City Council
July 8, 2014 �
The Brookings City Council held a meeting on Tuesday,July 8, 2014 at 6:00 p.m., at City Hall
with the following members present: Mayor Tim Reed, Council Members Keith Corbett, Dan
Hansen, Ope Niemeyer,John Kubal,Tom Bezdichek and Jael Thorpe. City Attorney Steve
Britzman, City Manager Jeffrey Weldon and Deputy City Clerk Bonnie Foster were also present.
6:00 p.m. Regular Council Meeting
Consent A�enda. A motion was made by Corbett, seconded by Hansen,to approve the consent
agenda.
A. Action to approve the agenda.
B. Action to approve the June 17 and June 24 Council Meeting Minutes.
C. Action on an appointment to the Board of Adjustment: appoint Eric Youmans (term
expiring 1/1/2015).
Ail present voted yes; motion carried.
Resolution No. 51-14. A motion was made by Kubal, seconded by Niemeyer,to approve
Resolution No. 51-14, a Resolution authorizing Change Order No. 2 for Dakota Nature Park
Amenities, Phase VI; Clark Drew Construction, Inc. All present voted yes; motion carried.

Be It Resolved by the City Council that the following change order be allowed for Dakota Nature
Park Trail Amenities, Phase VI: Construction Change Order No. 2. Clark Drew Construction, Inc.
Welcome signs: Excavate and Backfill 3 ea @ $175.00, for a total of$525.00; Rebar 2.5 sticks @
$6.00 for a total of$15.00; Concrete pads 3 ea @ $225.00 for a total of$675.00. Interpretative
signs: Excavate and Backfi{I 7 ea @ $175 for a tatal af$1,225.00; Rebar 7 sticks @ $6.00 for a
total of$42.00; Concrete pads 7 ea @ $225.00 for a total of$1,575.00. Deduct original
allowance of$3,000.00. Subtotal for proposal in the amount of$1,057.00. Bonding$10 per
$1,000=$11.00. SD Excise Tax @ 2% _$21.00. 0/P @ 8%_$87.00. Subtotal =$119.00. There
will be a total addition of$1,176.00. Contract history: $357,250.00 original contract sum;
$1,112.00 added from one previous Change Order (No. 1); and $359,538.00 new contract
amount after Change Order No. 2.
Resolution No. 52-14. A motion was made by Hansen, seconded by Niemeyer,to approve
Resolution No. 52-14, a Resolution awarding a contract to lease 20 acres of hay land located in
the NE'/of Section 11-T109N-R50W (Southeast of 32"d Street south and Main Avenue South).
All present voted yes; motion carried.
Resolution No. 52-14- Resolution Awarding a Contract to Lease 20 acres of hayland in the NE%
of Section 11-T109N-R50W (southeast of 32"d Street South and Main Avenue South)
Whereas,the City of Brookings opened bids for approximately 20 acres of City Hay Land Lease
for the City-owned parcel located in Section 11-T109N-R50W located southeast of 32"d Street
South and Main Avenue South on Tuesday,July 1, 2014 at 1:30 PM at the Brookings City&
County Government Center; and
Whereas,the City of Brookings has received the following bids for City Hay Lease: Dennis
Welbig, Brookings, SD-$31.10/acre,loe Mendel, Brookings,SD-$22.10/acre.
Now Therefore, Be It Resolved that the high bid of Dennis Welbig, Brookings, SD for$31.10 per
acre be accepted.
Purchase of Street Sweeper. A motion was made by Corbett, seconded by Hansen,to approve
the purchase of a Street Sweeper off of the City of Sioux Falls,SD lanuary 10, 2013 bid from

Sanitation Products of Sioux Falls, SD in the amount of$165,450. All present voted yes; motion
carried.
Purchase of Tandem Axle Truck Chassis and Box. A motion was ma e by Hansen, seconded by
Kubal,to approve the purchase of a Tandem Axle Truck Chassis off o a Brookings County
Highway Dept. April 9, 2013 bid from Sheehan Mack of Sioux Falls, S in the amount of
$106,685 and a Reversible Plow; Dump Body and Hoist, Hydraulics a d Sander off a Hughes
County March 12, 2014 bid from Northern Truck Equipment of Siou Falls, SD in the amount of
$55,358. All present voted yes; motion carried.
First Readin�—Ordinance No. 14-14. A first reading was held on Or inance No. 14-14, an
Ordinance rezoning Lots 4, 5, and 6, Block 1, Folsom Addition from a Industrial I-1 District to a
Business B-3 District. Public Hearing: July 22, 2014.
First Readin�—Ordinance No. 15-14. A first reading was held on Or inance No. 15-14, an
Ordinance revising Sections 14-121 and 14-122 of Article 1V of Chapt r 14 of the Code of
Ordinances and pertaining to Dogs and Cats in the City of Brookings, South Dakota. Public
Hearing: luly 22, 2014.
Temporarv Liquor License. A public hearing was held on a tempora liquor license for
Downtown Brookings, lnc.for the Taste of Brookings event to be he{ August 9, 2014(5th Street
between Main Ave. and 3rd Ave.). A motion was made by Corbett, s conded by Kubal,to
approve. All present voted yes; motion carried.
Ordinance No. 10-14. A public hearing was held on Ordinance No. 1 -14, an Ordinance
rezoning the Christie Heights Addition in the SW%of the NW%of S ction 2-T109N-RSOW from
an Agricultural A District to a Residence R-1B and R-2 District (26th St. So. and Western Ave.). A
motion was made by Niemeyer, seconded by Corbett,to approve Or inance No. 10-14. All
present voted yes; motion carried.
Ordinance No. 11-14. A public hearing was held on Ordinance No. 1 -14, an Ordinance
rezoning the Christie Third Addition in the NW%of Section 2-T109N R50W from an Agricultural
A District to a Residence R-1B District (26th St. So.). A motion was m de by Kubal,seconded by
Corbett,to approve Ordinance No. 11-14. All present voted yes; mo ion carried.
Ordinance No. 12-14. A public hearing was held on Ordinance No. 1 -14, an Ordinance
rezoning the east 675' of the west 1,075' of the north 157' of the so th 670' from a Residence
R-3 District to a Business B-2 District; and the east 245' of the north 57' of the south 670'from
a Residence R-3 District to a Business B-2A District, all in the SW%o the SW%of Section 36-
T110N-R50W (20th St. So. across from soccer complex). A motion w s made by Hansen,
seconded by Niemeyer,to approve Qrdinance No. 12-14. All presen voted yes; motion carried.
Council Topics for future discussion.
A motion was made by Reed, seconded by Hansen for Council Mem er Thorpe to bring forth a
proposal on niche retail at an August Budget Session. All present vo ed yes; motion carried.
Adiourn. A motion was made by Hansen, seconded by Corbett,to a journ. All present voted
yes; motion carried. Meeting adjourned 6:20 p.m.
