Pledge of Allegiance. Record of Council Attendance. Action to approve the following Consent Agenda Items:* Action to approve the agenda. Action to approve minutes. Action on Resolution No. 73-14, a Resolution setting the Unit Financial Charge for 2015 Storm Drainage Fees. Action on a Revised Resolution No. 70-14, a Resolution authorizing Change Order No. 1 Final (CCO#1 Final) for 2014-06STI, Chip Seal Project; Topkote, Inc. Action to cancel the September 16, 2014 City Council Study Session. Motion to Approve, Request Public Comment, Roll Call *Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.  Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. Chamber of Commerce Report. “Brookings Supports Breast-Feeding” Presentation. Update on Highway 14B Bypass from Brookings Transportation Steering Committee. Contracts/Change Orders: Ordinance First Readings:** Ordinance No. 22-14:  Ordinance appropriating monies to fund the necessary expenditures and liabilities of the City of Brookings for the 2015 Fiscal Year and providing for the annual tax levy and annual tax for all funds. Public hearing:  September 23 **No vote is taken on the first reading of an Ordinance.  The title of the Ordinance is read and the date for the public hearing is announced. Public Hearings and Second Readings: Public hearing and action on Ordinance No. 20-14, an Ordinance Revising Division 3 of Chapter 82 of the Code of Ordinances of the City of Brookings and Pertaining to Speed Zones in the City of Brookings, South Dakota. Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Public hearing and action on Ordinance No. 21-14, an Ordinance rezoning Lots 9A, 10A, 11A, and 12A, Block 2, Sanderson’s Addition from a Residence R-2 District to a Planned Development District PDD (6th St. and 13th Ave.). Action:  Open & Close Public Hearing, Motion to Approve, Roll Call Other Business: Presentation of Storm Water Phase 2 Goals from 2013. Action:  Motion to Approve, Request Public Comment, Roll Call City Council member introduction of topics for future discussion.* * Any Council Member may request discussion of any issue at a future meeting only.  Items cannot be added for action at this meeting.  A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required.
