An Ordinance Amending the Zoning Ordinance of the City of Brookings and pertaining to the
Creation of the Airport AP District and Related Definitions for the purposes of Administration
of the Zoning Ordinance
Be it ordained by the City Council of the City of Brookings, State of South Dakota,that Chapter
94, Zoning, shall be amended as follows:
Section 1.
ARTICLE I. —IN GENERAL
Sec. 94-1. - Definitions
Air cargo facility: A b�tilding used for the storage of goods, merchandise, or mail for transport
on an aircraft.
Aircraft maintenance facility: A building where aircraft are serviced and repaired including
engine rebuilding and testing, and aircraft disassembly.
Aviation school: An institution which offers instruction and educational services primarily to
persons interested in piloting an aircraft.
Equalization pond: A containment area for the temporary storage of treated wastewater
Flying Club: An association of persons organized for the promotion of nonprofit purposes such
as, but not limited to,flight training,flight planning,fiy-ins and fly-outs, affordable access to
aircraft, and other related functions.
Terminal: A building used for the administrative and managerial operations of an airport and
may include customary passenger services such as retail stores, and other miscellaneous
services.
Warehousing, airport: A facility for the storage of aviation related equipment.
Section 2.
ARTICLE III.—ZONING DISTRICTS ESTABLISHED;ZONING MAP
Sec. 94-120.—Airport AP district.
(a) Intent. The purpose of the airport district, hereafter sometimes referred to as the "AP
district", is to establish land uses and height limits that are appropriate and necessary for
the safety and efficiency af on-airport aviation activities. Generally, uses that create
electrical interference, impair visibility, create wildlife attractants, or otherwise endanger
the landing, taking aff, or maneuverability of aircraft are prahibited. Uses primarily related
to the operation of the airport are permitted in the district.
(b� Scope of regulations. The regulations set forth in this section or set forth elsewhere in this
chapter, when referred to in this section, are the district regulations of the Airport AP
district.
(c) Permitted uses.
1) Terminal.
2) Hangar.
3) Aircraft maintenance facility.
4) Air cargo facility.
5) Aviation school.
6) Flying club.
7) Firestation.
8) Office building.
9) Gas dispensing station.

12)Warehousing.
13)Agriculture

(d) Permitted special uses. A building or premises may be used for the following purposes in
conformance with conditions provided belaw:

(e} Conditionat uses.
None
(f) Density, area, yard, and height regulations. The AP district regulations are as follows:

*As per FAA ATCT Siting Criteria Order 6480
(g) Accessory uses. Accessory uses and building permitted in the AP district are buildings and
uses customarily incidental to any of the permitted uses in the district.
(h) Parking regulations. Parking, loading and stacking within the AP district shall be in
conformance with the regulations set forth in division 4 of article VI of this chapter.
(i) Sign regulations. Signs within the AP district shall be in conformance with the regulations
set forth in division 5 of article VI of this chapter.
(j) Other regulations. Development within the AP district shall be in conformance with the
regulations set forth in article II of this chapter.
Section 3.
Any or all ordinances in conflict herewith are hereby repealed.
